The Daily News GALVESTON Texas employers in 1990 are more knowledgeable about the laws regulating drug testing than in previous years but an alarming num ber of employers lack even a basic understanding of laws that relate to AIDS in the workplace said a Texas Employment Commission cial Mary Scott Nabers the TEC commissioner repre senting employees advised employers estab lish drug testing programs without first consulting with legal experts and said many Texas employers are not aware of new laws that apply to AIDS in the workplace Nabers was the keynote speaker on Wednesday at the Galveston conference Drugs Dangers and Dol lars What an Employer Can Do About spon sored by the Job Service Employer Committee in conjunction with the TEC and the Galveston County Personnel Association Nabers said she warned against the dangers of im drug testing programs that didnt con form to the letter of the law in a mailing to Texas employers I said Everybody in the state is running pell mell into drug testing and hundreds and thousands of you are doing it wrong and its costing you big bucks so dont do it Dont rush into it until youve been advised legal ly and in every other Most some or all of the nations largest petrole um companies OCAW officials said the contract offered by Amo co the pattern contract for the industry fell short on pay health benefits and environmental con cerns Telephone calls to Amoco headquarters in Chicago were not returned Walkouts could be called at individual oil compa nies the union said It is our extend the bargaining agreement on a 24hour The boutonniere and a simple plaque presented to him by Citi zens State Bank President Bob Holcomb marked Halls 60 years in the banking business Bank employees Wednesday showed their appreciation for Halls contributions to banking and of Galveston County and bay area communities Although Hall is chairman of the board of Citizens State Bank Bay Area Bank and Trust in Webster and League City Bank and Trust banking is by no means his only business He has made the quality of life in the areas served by the banks an equally important concern and he attributes the success of the banks Our democratic society will suc ceed to the de gree that those in it discharge their responsibilities which are in direct ratio to their capa Walter Hall to the development of area com and to the banks prudent lending policies Hall describes himself as a citi zen first and a banker second And under the mantle of a banking con servative Hall has been a prime mover and a driving force behind the De lia Mares assured the librarys ex istence in a new home Hall also pushed the road bond issue passed in 1985 which is fi improvements to the roads and highways that he long ago foresaw as essential to the development of north Galveston County and the bay area A man of strong convictions Hall was named Mr Democrat of Galveston County in 1974 by a group of local state and national dignitaries and he has served as director of the Texas of Rights Foundation and as chairman of the Galveston County Democratic Ex Committee But Hall sees a lifetime of civic accomplishments as no particular credit
