LATEST SEIZURE IN WATERS The Violation of the Treaty of Interest Attaches to a Conference Between Officials NEW YORK August A Halifax special Considerable excitement prevailed here on Saturday over the latest seizure Bouris which is now reported to be not only for an offense against the custom laws but also for violation of the treaty of ISIS and to be such a serious case as to re- quire the
