CANAVERAL Fla Eight Russian cosmonauts joking and snapping pictures like tourists got first look Saturday at the secret launch pads America used to win its leadership in the space race Col Alexei A Leonov the world's tirst space walker and Valeri N a civilian engineer flew to the Air Force area ot the spaceport with six backup space pilots on two space agency aircraft Hiey were met by a group of American astronauts at a long runway once used by winged cruise missiles returning from test flights The Soviet spacemen arrived in this country Friday stopped off in Washington and continued to Cape encounter in orbit The group will fly to Houston Monday night for a series of training exercises and briefings on operations of American spaceship and emergency procedures They will wind up the visit stop taking new in- mates The total population as of Feb 1 was in prison facilities and a backlog of 761 in local jails awaiting transfer to state facilities When Division of Corrections Director Louie Wainwright ed the prisons to new inmates last September there were 521 in slate facilities and 518 in the jails The shutdown however ed such a hue and cry from sheriffs and legislators that Gov Reubin Askew sent out the word no more closings Find the room according to sources in the Department of Health and Rehabilitative vices HRS Secretary Keller has been quietly assessing the tion in all the facilities under his jurisdiction including mental hospitals community corrections and youth offenders facilities Keller said he will outline some recommendations for emergency action short of closing the prisons to the governor next week It involves more beds was all he would say Since the Sept 26 shutdown of the reception and medical center which processes all new inmates 253 prisoners have been received and the backlog in the jails has jumped from 518 to 761 We can back them up in the jails but sooner or later they're ours said Jones chief of planning and research for the corrections division When the reception center at Huller quit taking new in- mates Sept 26 it held in- mates far beyond its emergency capacity of 700 Last Friday the population at the center stood at Deputy Director Dave Bachman said the crowding was in the major prisons where the situation of overcrowding is always explosive In the past overcrowding has been cited as a factor in convict uprisings It's getting real Bachman said To relieve the situation last fall a new facility was opened at Chattahoochee near the mental hospital and 200 inmates were shifted there Now it's full The persons whom the parole had indicated would get early release to relieve the situation never materialized in those Bachman added Work has been speeded up on building several new prisons but that won't help now Bachman said So we're really in worse shape than we he said There are 340 vacant beds in community correctional centers but they lack the security features needed for the type in- mates crowded into the major prisons But Jones said a deal has been worked out so that when the parole commission notifies cor- rections that inmates are going to be paroled they will be moved out immediately to these centers on a basis It is not the best situation but every bed counts Tucker Concerned TALLAHASSEE Fla UPI An aide says House Speaker Don Tucker is more concerned about allegations of misconduct against Supreme Court Justice David McCain than about charges already made and disposed of against two other justices Ken assistant to Tucker says Tucker is having several legal questions ed to help decide whether he will name a committee to determine if impeachment proceedings should be brought against McCain and Justices Joe Boyd and Hal Dekle A Supreme Court-appointed panel has already heard the charges and mined they were not serious enough to justify removal They let the jurists with a slinging reprimand The House is not bound by that finding and could bring its own impeachment charges But Driggs said Tucker is con- cerned about the credibility of the court and especially about allegations reportedly under study of the Judicial tions Commission that McCain had business and political dealings with attorneys he later favored in court decisions McCain reported all week to be in bed with the flu has ed to discuss the allegations with newsmen Tucker reportedly will look into the
