Woman found dead By AL DUITMAN Detectives were questioning at least two people today for the murder early this morning of a Hispanic woman whose body was found in the deserted Vista del Sol area south of Vista Hills Country Club The womans body clad only in a blouse and panty hose was found on newly completed Don Smith drive just off Vista del Sol east of Lee Trevino Crimes Against Persons Lt Anth ony Franco said the woman who was described as probably in her early 30s had received injuries to the head and body We believe she was run over by a car Lt Franco said but actual cause of death was not known He indicated no identification was found at the scene The lieutenant has been under tremendous pressure it was the third Saturday in four that homicide detectives have been called to investigate a murder or dered all available men to work at the scene and in the office At 6 am the door to Lt Francos office was closed with a sign outside No admittance interrogation in pro gress A man and a woman accord ing to a source were being ques Police sources said officers at the scene spotted the man and woman sit ting in a car just east of where the body was found When officers went to the car to in the source said they found both the man and woman had blood on them Lt Franco said this morning a city police patrol car found the womans body while patrolling the desert area near where the charred body of Dana Thompson was found Nov 13 Lt Franco set the time the body was discovered at am The body was found near two trail ers used by a construction firm build ing three homes on the east side of the street The nearest occupied homes are about a quarter of a mile Another quarter of mile to the southeast of where the latest victim was found this morning policemen pointed out is the site where Miss Thompsons body was found by con struction workers clearing land for a new housing development at the east reaches of the city Todays murder is the fifth un solved killing of an El Paso the Dis 71 seat vacated by Jim Raster who resigned to take over as El Paso County tax Study shows US losing smuggling battle By BOB DUKE Washington Bureau WASHINGTON US law enforce ment agencies on the Southwest border are losing the battle to stop the flow of narcotics and illegal aliens into this county from Mexico the Gen eral Accounting Office GAO said today In a report the GAO attri buted the situation to lack of tion and integrated strategy between agencies responsible for coping with the twin problems The study tends to support the White House Office of Drug Abuse reasoning that the Customs Service and Immigration and Natu Service INS should be merged under a single department to improve performance and eliminate duplications in the inspection and pa trol of the two services A separate proposal circulating at the White House calls for consolida tion of Customs INS and the Drug En forcement Agency DEA under a De of Border Management Both Customs and DEA have overlap ping functions concerning interdiction of illegal drugs along the Southwest border Under the existing setup neither DEA nor Customs intercepts any sig amounts of Mexican heroin and cocaine destined for the United States GAO investigators said At present DEA drug seizures along the border account for only four per cent of the amount brought into his country At the same time Cus toms seizures make up just two per cent of the total Border drug apprehension involve the smalltime operator courier or user and seldom lead to the tion and conviction of important drug traffickers or to the immobilization of trafficking organizations the GAO said Although the INS is apprehending increasing numbers of illegal aliens the study said two continue to enter this country for every one caught Closer cooperation kidnaping BOB IVEY local FBI agent said this morning that details of what tran spired are still sketchy this early in the investigation Ivey said is believed to have been taken from his rented car in San Francisco by possibly as many as three persons Ivey said he has received reports from the San Francisco Police De that the car was found abandoned there IVEY SAID the man was apparent ly placed in a red van in which his ab were driving across country when he escaped Ivey said there are no suspects in the case at this time US Mexico sign trade agreement New York Times Service WASHINGTON The United States and Mexico signed yesterday their first commercial agreement since 1942 signaling not only an im provement in relations between the two countries but also an important advance in the latest round of multi lateral trade negotiations in Geneva The accord which envisages at least million of additional two way trade between the two nations is the first to be reached between a de country and a developing country under the socalled tropical products negotiations that have been under way in Geneva since February 1975 THE Geneva talks are aimed both at liberalizing trade in the industrialized countries and enlarg ing the access of developing coun tries many of which export tropical products to markets in the industria world A joint statement by Robert S Strauss the special trade representa tive and Mexicos trade minister Solana at yesterdays Washington signing ceremonies noted that the two countries had demon their conviction that econom ic and social relations can be strengthened through trade The United States is reducing tar on fruits vegetables other agri cultural products and handicrafts va lued at million in terms of Mexican trade with the United States last year IN RETURN Mexico is making concessions to the United States on exports to Mexico that were valued at million last year Evaporated and other milk lard canned fruit cocktail and electric motors are among the main products affected The significance of the agreement reaches well beyond its specific terms and touches on the broader issue of reverse concessions by third world In effect Mexico has parted com pany with other developing countries which have generally adopted the po sition of offering no concessions in return for greater access to markets of industrialized countries The Unit ed States similarly stands apart from its industrialized partners in ing some concessions in return though not full reciprocity
