September 30 1977 stocks 15 cents in El Paso only Man slain in holdup Police arrest 3 as citys bar bandits By FRANK AHLGREN Jr Two men shot and killed a customer and critically wounded another at the Sun City Lounge early this morning ran outside into the muzzles of police guns A suspected accomplice was arrest ed later The dead man was identified as Tom Moffitt in his twenties of 12249 ODonnell The wounded man in cal condition at William Beaumont Army Medical Center is William Re ginald Whitley 43 of 10436 Centaur Those arrested all soldiers at to the Third Cavalry at Ft Bliss are suspected of five similar holdups in bars Two persons vere shot in one of the robberies The suspects were identified as Cleborn Thomas Hovis 21 Gary Mit chell Milam 21 and Garry Lee Rogers 21 The first two are being held under a total bond set by Peace Justice Walter McGhee charged with murder attempted murder and robbery Rogers who was arrested later at his apartment is charged with a previous robbery ami held under bond Police Inspector Joe Messer said pi have been staking out various bars around town since the rash of holdups began Sept 10 The officers were watching the Sun City Lounge at 5030 Fairbanks at midnight when they saw two men park a car go around a corner to the front of the bar put on stocking masks and go in Messer said The officers immediately radioed for help but go inside By EDWARD COWAN New York Times News Service WASHINGTON In a lengthy con memorandum to President Carter the Treasury has outlined a strategy possibly in a quick tax cut next year for achieving the by the Treasury earlier this month in an overview of proposals calculated to cut taxes for individuals with incomes of up to a year and raise taxes above that income level The Treasury document discloses that in the administration view the re duction is vital to achieving Carters 1981 goals of high employment and a balanced federal budget Corporate tax rates also would be reduced Altogether Page A3 Photo by UPI Atlas Centaur rocket explodes shortly after takeoff last night Blast forces launch suspension CAPE CANAVERAL Fia UPI An Atlas Centaur rocket carrying a million communications satel lite toward orbit exploded four miles from the launching pad and just a minute after blastoff last night It was the second rocket explosion in two weeks and space agency suspended all launches for a complete investigation The explosion of the rocket that was carrying a highcapacity Intelsat communications satellite appeared to duplicate the destruction of a Delta rocket that was lifting a European Space Agency com mica tions satellite into orbit just 15 days ago The National Aeronautics and Space Administration which already had suspended launches with Delta rockets announced late last night a suspension of Punches with Atlas Centaur pending a full investigation The Delta and Atlas Centaur rockets are the only two boosters in use by NASA although the Air Force uses a Titan for order issued yesterday by US District Court Judge William S Ses sions Sessions order is in response to a dese plan submitted by on July 15 That plan is the result of a Dec 23 1976 order by Sessions that submit a desegregation plan to create ethnic bal ance within its school district The desegregation order itself stems from a suit filed in 1970 by Mr and Mrs David Alvarado and several other parents against charging the school district practiced discrimination against their children and other students The issue involving first and second graders busing was hard fought by School officials charged that busing of students in these two lower grades would ad affect the development of the children 7 retard their educational achievement and would dize their personal safety Sessions ruled however he did not find justification for noninclusion of first and second grade students in the desegregation plan Sessions had exempted ten students from busing in a May 9 order Several of proposals were approved by Ses sions most of which involve the redrawing of attendance zones for various schools He noted that he assumes will take whatever action is necessary to comply with his orders Another touchy issue with both students and was the involvement of senior and junior students in the plan Sessions ruled that students who will be beginning their junior year in the fall of the 197879 school year would not be exempt from any reassignment plan Students involved in a busing transportation plan from Austin to Burges High School who are entering their se year may be exempted if they wish
