WEEK Home Edition PRICE FIVE CENTS Baruch Asks Program For Military Training Elder Statesman Says II S Must Regain Strength Kit Press WASHINGTON March 29 Bernard M Baruch today urged Congress to reverse a scuttle and run policy adopted at the end of the war by reviving the draft and creating universal military training In a statement to the Senate Armed Services Committee the elder statesman linked those meas ures with a demand for an economic and industrial mobilization plan We now face the necessity of retracing at least partly those steps of scuttle and run which were taken immediately after the shooting end ed he said Peace Isnt Automatic That demobilization was born of the desire to bring our young men back home and of the belief that the mere cessation of hostilities meant peace and of the hope that the United Nations would become effective immediately he said We have learned that making brings its own ordeals and is nothing automatic about it Contending that the way to pre vent war is to strengthen national security Baruch recommended adoption of UMT He said it was valuable in the mental and disciplines it will teach of all youths with physical and mental defects as dollars hold the prices up It has just come up with its 1948 program of turpentine price support Turpentine producers in the Southern stales have been told that the Government will maintain a floor of for each produc tion unit this year A production unit Is SO gallons of turpentine and 1400 pounds of rosin price was per unit The Government floor was raised this year to off set the increased cost of things turpentine producers must buy The Agriculture Department is not required by law to support the price of turpentine as is the case throush cash loans to producers with such potatoes likely would
