when they met Tuesday evening for the purpose of adopting a final budget for Council chambers had very little standing room left as citizens came to question various categories of the budget and plead that Bisbee no longer has the finances and income to support a city budgel that totals more than above last year's Businessman John Ribic addressed Council and began his plea by saying that the city fathers did not consider the taxpayers of this city when they prepared the budget and were more interested in the city em- ployes than in the citizens as a whole He accused members of the Council of failing to face the issue and ignoring the fact that Bisbee has always been a one company town and that company is now gone along with its million dollar payroll He added that although this large in operation in Bisbee right along with their money Ribic said the budget should be established with the taxpayer in mind and the ability of the to meet this budget He said he had recently taken polls on businesses and in- and the opinion lhat the taxes should be broughl down was over- whelming He added lhat the people the citizens elected are not asking those very citizens what they want Ribic said that Bisbee has highest tax rale in Cochise County and it's a disgrace to our lown and our intelligence He said he feels that our city is in a state of disaster and he has no idea of how much more it can take He went on to say that the city council is keeping people out of Bisbee with their high taxation and added lhal if went ahead and adopted this budget a lot of retired and lower income people will have to leave Bisbee because they won't be able to meet their taxes Mayor Charles Eads told Ribic lo be more specific and show council where they can save money and in what departments said there are more people than needed in City Clerk's office He said he believes the cily could save a lot by culling personnel in that office Concerning the of- fice of the City Magistrate Ribic said the job should be cut lo a four hour daily basis and save lhat much on He suggested a cut in the Police Department because of the decrease in Bisbee's population and reasoned thai with less people we just don't need the additional patrolmen A roar of laughter was heard when Ribic said he could save the city the entire sum of which was budgeted for the Projects Director's office by doing away with thai department He added that he felt a projects director was the same as a city manager and we just didn't need one He said what we really needed is a man who is properly qualified and really knows what he Is doing to bring industry into Eads answered by saying that the city had just talked to a man with the proper qualifications and he was told it would take at least 34 months wilh a cost of daily before anything would come into Bisbee because of all the paper work and red lape that would have to be done John Bisbee at- torney asked council if salaries had been sel up under Federal guideline and if il is mandatory lo raise the salaries the way council has done Councilman Bob Holland finance chairman said the rate for salaries was based on job description lo other towns similar to the size of Bisbee and as advised by Arizona League of Cities and Towns As far as it being mandatory to raise the salaries Holland said he believed they could even go across the board and cut the salaries in half but they must have an Affirmative Action Plan Bob Hoppe Public Works director explained lhat some of the raises for his department appear to be large but he has nine men who work from 7 to 3 30 p.m and make only per hour He said thai the men really won't make any more Ihan they did last year because in the past they have received time and a half tor overtime and the salaries set down now are for straight salary and will not allow for overtime Hoppe also mentioned lhal he is in process of making a survey of towns to see what charge for garbage and sewer fees It was noted thai a charge such as this is a real possibility for Bisbee in the near future As it now stands Bisbee does not charge for these services but il has the highest tax rate per assessed
