The middle and western counties of the district have long been known to constitute a hotbed of insurgency the speaker The revolt is no patty uprising of disappointed candidates It does not represent the ambitions of aspiring politicians who to try a turn in congress It resents a protest so its leaders insist against the misrepresentation of Iowa opinion in one of the places in the national gency It is believed that candidates for congress against Lacey will begin to present themselves very soon It was reported yesterday that Hon N E Kendall of Monroe county who has for some time been regarded as a certain candidate for congress against Major Lacey was out of the race This however was explained to mean not that Lacey is to have less opposition but that the opposition is likely to center on George W Seevers of loosa Mr Kendall when asked about his own matters admitted that he had told friends he wag out of the race He said he did not feel that he could ford at this time to make the contest preferring to return to his law practice at Albia Senator Fred L Maytag of Jasper county Captain J W Carr of shiek county H X man of and George W Seevers of Oskaloosa are now regarded ae the men most likely to enter the lists against Lacey Mr Seevers will have the hardest fight of all for he lives in the same county the same city the same ward as Lacey Lacey has always been rated strong at home But this year he is weakened like Colonel Henderson by the disposition to criticise the general policy of the Iowa delegation in national matters Monroe county the home of Kendall will not be trans- ferred to the Lacey column by the withdrawal of Mr Kendall On the other hand it is regarded as one of the most reliably insurgent counties whether it shall have a candidate or not Mr Kendall is very strong but it is declared that his strength is not necessary to carry Monroe county against Lacey Senator Maytag was last fall elected senator in Jasper county He is a young man only against the Lacey influence He won the honors of the occasion and since then has been much considered by those who are looking for a candidate for congress It is generally believed that the solution is likely to ba an agreement among the insurgents to take up his candidacy and push it At any rate it is likely the Sixth will be having lively times in the near future IN THE RACE Announced as influence for the modification of tariff schedule on steel The speaker's reply to this letter they declare placed him in a position directly opposed to the great west Then they note his letter to Mr Funk of Iowa Falls in which it is held the speaker put himself on record as op- posed to Cuban reciprocity a thing all the republicans of this district favored But these republicans acknowledge that Mr Henderson is now in line on Cuba and that he was really the leader of the fight which has made the proposed 20 per cent reduction on the Cuban sugar tariff possible They say however in explanation of this that the speaker was driven into line by the ing sentiment of the country contrary to his first position Again these re- publicans put forth the claim that the west end of the congressional district composed throughout of republican counties is entitled to recognition that Dubuque the only democratic county in the district having had that honor for twenty years should be satisfied These are the reasons given today by leading republicans of Waterloo who have been instrumental in securing Senator consent to become a candidate before the republican con- gressional convention They will
