signed court tests seen HARRISBURG AP Gov Shapp has signed into law a new package of bills to help non- public schools but tougher tests in the federal courts may lie ahead The million package would boost state aid for students in Catholic and private schools by per pupil providing more money for textbooks special teaching materials and services such as guidance counseling SATURDAY AUGUST 2 1975 It was approved over- last month by the legislature and signed by the governor Friday But like past government efforts to send money to non- public schools parts of the new plan are open to legal challenge for possible ties between church and state least two organizations the American Civil Liberties Union and the Pennsylvania Committee on Public Education say they are considering lawsuits against portions of the program It per student fof guidance counseling speech and hearing therapy remedial teaching and other so-called auxiliary services The services will be handled by public school employes at some location outside the nonpublic school per student for in- materials boost from to per student for a textbook loan program that the courts have approved The legislature was spurred toward the new program by a U.S Supreme Court decision on May 19 that voided most of the state's previous efforts Sponsors believe that their new plans will meet the Supreme Court's objections The textbook loan program won the Supreme Court's FIFTEEN CENTS proval in 1968 in a case resulting from a law in New York State Under Pennsylvania's program nonpublic schools tell parents which books their children should use Then parents notify the state the state buys the books and ships them to the school district They're officially on loan but in practice the school keeps them indefinitely President Ford and a joking Soviet party chief Leonid I Brezhnev made some progress toward a new nuclear arms limitation pact today in overtime talks that delayed Ford's departure for Romania Yes we made some Ford told reporters as he emerged from the three hour and 10 minute discussion on prospects for a strategic missile agreement and headed for the airport Brezhnev asked his in- what did he session at the Soviet Embassy taking up where they left off Wednesday in discussion of the prospective second-stage strategic arms limitation pact After Wednesday's talks with Brezhnev the President said progress had been made on the nuclear missiles issue He made clear in his address to the Helsinki security summit Friday that a second SALT treaty is a primary U.S policy At the Soviet embassy Brezhnev markedly older and less agile in appearance than when he and Ford met in Vladivostok last November greeted the President with a firm handshake and some in- banter as they posed for
