expected to for mally adopt the 198485 city budget and set a new tax rate The million budget and pro posed percent tax increase were discussed by council during several workshops including a public hearing Sept 20 A resolution on the councils agenda is to confirm the appoint ment of a new chief of police The position has been vacant since August when former Chief James Riggs resigned Enforcement Capt Charles P Bruce has been acting chief since then Council also will consider ap pointing a police captain former Administrative Capt Keith Fleckenstein resigned from the department earlier this month Also on councils agenda are a public hearing on the use of revenue sharing funds and a final hearing on the complete 198485 city budget Council will consider an or amending the personnel policy criticize school tax hike By CYNTHIA GARZA Writer Four citizens voiced their opi nions regarding the San Felipe Del Rio Consolidated dent School Districts proposed 48 cent tax rate during a public hearing Monday night School board trustees will meet next Monday to vote on the pro posed tax rate The 48 cent tax rate is almost 18 cents higher than the current cent rate Dr Joe L Sanders board president said it was sad that more citizens were not present to express their views either for or against the tax increase About 20 citizens attended the public hearing Of the four citizens who spoke to trustees only one favored an increase in taxes Barnes the only individual in favor of a tax hike said he thought the school boards primary respon was to insure the proper education for the children Barnes a former criminal in with the District At office said that in his 10 years in law enforcement 90 per cent of the people he dealt with were high school drop outs or had a minimal education He told the board that taxpayers spend about a day on inmates in the Texas Department of tions and he would rather see that money spent here However Barnes agreed with one point made by Lee D Adams earlier in the meeting and that was that the state was blackmailing citizens by building into House 72 the authority for school boards to raise taxes without the publics vote Adams referred to 72 as a chocolate covered Adams said he researched 72 The state does say the law was built so these folks school board can raise taxes for equalization money and you have nothing to say about he said Adams asked the board What percentage of the proposed in crease is designated for the equalization fund Walter Block business manager said he was not sure if he could answer Adams question but did say that Washington Bureau WASHINGTON Opponents of the immigra tion could have the votes to kill the measure if it reaches the House floor again this year ac cording to a survey of all 435 House members Writer A federal grant has been awarded Del Rio Interna tional Airport officials represen ting Rep Tom Loeffler an Monday The grant will be used to buy up houses at the south end of the airport runway for safety purposes City Public Works Director Jim Henrikson said the grant will be used to purchase five or six homes at the end of the runway to improve the airports clear zones These are the homes we have targeted as critical from a safety standpoint and thats about as far as the will Henrikson said Clear zones are areas at the ends of runways kept free of obstruction in case an aircraft misses
