Oliver Henkel Harts national campaign manager He represents a far more significant threat to the president than does Walter Hart whose campaign snowballed through northern New England in the past week captured 71 percent of the vote in nonbinding primary Tuesday He won the Maine caucuses on Sunday and the New Hampshire primary on Feb 28 Mondale once the frontrunner look ed south for his comeback campaign ing today in Georgia Alabama and Florida three of the nine states holding Democratic presidential primaries and caucuses on Super Tuesday next week This is not just a Mon dale said Tuesday night in Tampa Fla This has become a battle for the soul of the Democratic Party and the future of our Hart also watched the returns while in the South and he immediately embrac ed indications there was a Republican crossover vote in Vermont I intend to defeat Ronald he declared Although no delegates were at stake in Vermont and the outcome was main ly symbolic the depth of Harts victory was dramatic Hart appeared to have won every precinct in the state an accomplish ment that not even former President Jimmy Carter achieved in 1980 when he captured 73 percent of the state vote in a Democratic primary against Sen Ed ward Kennedy Polling conducted of voters by CBS News indicated that Hart drew support from voters under 30 years of age by an 81 margin He also outdrew Mondale among elderly voters by 21 and carried the union vote despite the former vice presidents AFLCIO endorsement Despite three successive victories Hart shunned the frontrunner label Ive been the dark horse for a year and a half so why start Hart said in an interview For Mondale the loss had not been unexpected and he sought to put the best face oh it saying he had not really contested Vermont New Hampshire Maine has hurt I assume Vermont will Mondale said Mondale said he would now focus ex in the South adding We were really not contesting Vermont We spent little or no money there this was one we just Justice Department approves consolidation of voting sites By CYNTHIA GARZA Writer The amendment to the city code consolidating polling places with the San Felipe Del Rio Con Independent School District for the April 7 city coun cil and school board of trustees elections were approved by the Justice Department City j Attorney Robert Garza received notice from the Justice Department today He said the Justice Deparment responded earlier than anticipated to the Ci ty of Del Rios request to con solidate polling places with the San Felipe Del Rio school district Garza said the deadline for a response from the department was 12 He said the Justice Department would pro also come through with a response for the school district Meanwhile school officials are waiting for notification of ap proval for their request for joint polling places The deadline for the school district is March 28 As of today school district Tax AssessorCollector Jesse Ortiz said no word has been received from the Justice Department regarding the request If the Justice Department does not respond by March 28 he said the school board will convene in special session March 29 to authorize use of the districts regular polling places The Del Rio City Council voted to consolidate polling places with the school district during a meeting on Dec 27 Councilman Don Ellis commented at that meeting with this ordinance if we dont do anything else in 1984 we have done a service to the voters of the The school district voted dur ing their November meeting to consolidate the polling places with the city At that meeting superintendent of schools Sam Evins said that since the board and council elections are held on the same day in April the con solidation of polling places would be in the best interest of WASHINGTON Rep Chick Kazen Jr said this morning he has taken steps to make sure Congress will receive advance notification of any proposals to eliminate San and Del Rio from the Amtrak rail system I Del Rio man has designed a machine that he says can run on air Poison says that the system he has formulated should be able to run a 12 by 18 foot motor using only air for fuel Even the best mechanics cant tell me why it wont the Poison said The system involves compressing air into a storage tank which would fuel the motor while simultaneously connected to one or more air com The storage tanks output can easily be regulated Poison said and the system may be enlarged or expanded infinitely Poison already has a or poor mans patent on the idea and is in the process of applying to the Patent Office in Washington the invention patented The system is still only theoretical however Poison said having never been built and tested Poison has had a great deal of experience in technical mechanics he said having worked for Brown and Root Construction Company for eight years in the late putting together instrument control boards for chemical plants Later he designed a cutoff system for his brothers 12 oil wells in Snyder He had to walk 10 or 12 miles a day to cut each well Poison said So I came up with this system using natural gas to cut them off We bought cylinders at the junk yard then we put in a line through which natural gas would run them That way we would just open the valve from the back porch and run the wells four hours then cut it off Poison has lived in the Del Rio area off and on since 1924 and operated Town and Country Mobile Homes for 10 years before retiring He is anxious to have his system built and give it a test run Right now Im just looking for investors who might be interested in financing the project so we can test it Poison said Perot asks reduced panel to plan education reform DALLAS AP Dallas businessman H Ross Perot chairman of the Texas Select Committee on Education says there is no point in moving ahead on major educational reforms until the State Board of Education is abolished Perot wants to replace the panel with a small appointed board In my opinion this is so im portant that if it cant be done we shouldnt call a special ses sion of the Legislature and we shouldnt go for a tax Perot said It wont do any Perot chairman of Electronic Data Systems said the elected board is not getting the job done and should be replaced by an appointed board if there is any hope of improving public schools in the state The recommendation to abolish the Board of Education was among those approved by one of the select committees subcommittees last week It will be considered along with numerous other reform pro next week when the select meets in needed twothirds support in the Senate are pushing a proposed compromise that would permit silent as well as public prayer in public schools Senate Majority Leader Howard Baker chief architect of the proposed com promise said he would seek a quick vote on the measure But opponents have vowed to block it Unanimous consent of senators would be needed to take up the new proposal Sen Lowell Weicker leading the opposition said he would formal ly oppose Bakers attempt I would certainly not expect to see a vote on any tional amendment for the next several Weicker said The offer of a compromise came
