tonight will be taking a look into Article 2 of the City Charter Article 2 is the part dealing with powers and functions of the City Manager his subordinates and powers and functions of the City Council The commission meeting is slated at the San Felipe Neighborhood Facility at 7 It will be the fourth meeting of the commission since it was established at a special meeting in the Civic Center the night of May 29 Member Mrs Jane Hodge reported today that the commission was a little hung up on their discussion of Article 2 at their last meeting However the commission did put away Article 1 for the meantime That article deals with Incorporation Form of Government and General Powers of the City As for Article 2 Mrs Hodge said The way the present charter is written how they the council expects a person to do what he is designated to do in the present charter is rather odd to She directed her wonder towards the city managers position He is designated as wearing so many different hats she said The same Article 2 the commission will deal with tonight applies as well to the list of city officers under the direction of the City Manager and relations of the City Council to the manager What were doing now is discussing each article and then reviewing it The changes will be incorporated later Mrs Hodge said She said she expected to see the commission finish up Article 2 tonight and go on to the third article of the 1969 Del Rio City Charter Nominations and Elections Article 3 according to Mrs Hodge does not have the recommended changes as specified by the attorney of the Texas Municipal League Rlley Fletcher So that may speed up the review pace on that article The commission evidently will be pacing itself reviewing the charter article by article inserting changes as they go along conforming to Fletchers own review of the charter The attorneys findings were made public over a month ago and each councilman received copies of his findings They were that a good portion of the document is in conflict with state laws and was too wordy in instances The commission was appointed by the City Council during a May 30 meeting at the Civic Center Nixon is chairman Leo Martinez and Mrs Wilson secretary Mrs Hodge commented also that she win be taking a hard look at the Conflicts of Interest section of the charter Conflicts of interest related with city officers is one of the main points of interest with some members of the commission Mrs Hodge said she thinks the conflicts of interest section needs to be defined and written more directly with a little more teeth into it
