Herald Staff Writer Illinois House Rep Penny Pullen scored a first-round victory day over election opponent Rosemary Mulligan as a Cook ty Circuit Court judge ordered a full recount of votes cast for the two in April's close Republican primary race While Mulligan still is considered the official winner over Pullen by 31 Circuit Court Judge Francis Earth laid there were enough doubts on the outcome
