being permanently left behind ly in the 21st century Gov Jennifer Granholm said Tuesday in her third annual State of the State address The Democratic governor wants to create tens of thousands of jobs in coming years by speeding up the investment of million in roads low-income housing and other She also would have the state sell billion in bonds over the next decade to encourage research in life sciences advance automotive design and homeland security To get that billion two-thirds of both the House and the Senate would have to approve putting the proposal on the Nov 8 ballot and a majority borrowed a theme in unveiling c budget proposal that he said would freeze local property taxes but compensate million into education helping local governments hold spending down Majority Republicans in the ture were quick to dismiss the plan as a sham They vowed to rework the budget to impose tighter restrictions on the taxes levied by local governments schools and technical colleges Assembly Speaker John Card Peshtigo said Doyle's plan would not estly limit property taxes and would con- tribute to the burden on homeowners in the long run He's hoping that people don't do their homework and allow the phony packaging to become Card said The reality is we'll see if he wants to hold line on property taxes Because we're going to give him a freeze presenting his two-year budget to the Legislature Tuesday night touted his property tax proposal as a sonable way to ease the growing burden on homeowners without cutting education funding or services governments Most of all this budget insurance settlement regarding the 2003 K-12 school fire but didn't come to a final agreement Tuesday At a special closed session in Wausau board members reached common grounds with on some insurance
