the election in of appointment by the mayor or election by the council of city clerks and en in all cities of the third class to which this and some thirty other cities belong The gives every city tha right to enact ordinances prescribing speed limits for motor motor cycles etc there Is avery serious question if the cities have aa to the speed maximum fixed by the State law which is 25 miles an recommend some measure for passage One of the bills to be considered makes it possible for the board of prison inspectors and the enter into contracts for six Another measure requires com bids after due advertising These bills seek to have the contract system retained for a time One of them contains other provisions such as setting apart 15 per cent of the of the convicts under eon tract for the use of their dependent families if they have any There is already a law in existence under which 5 per cent of the earnings of convicts under the contract system could be set aside for the use of their families or their own use if they have no families If the Legislature deems it best to continue the contract system it should by all means make ample provisions for giving the convicts a small
