Denies Any Attempt To Bribe Oscar Sislen Juror In Mandel Trial BALTIMORE Weikers testified Thursday that Oscar Sislen a juror at the trial of Gov Marvin Man del asked him to arrange a bribe for him to hold out for acquittal of the governor Weikers told a US District Court jury that he tried to discourage Sislen but then strung his distant relative along because I didnt want to let him down The testimony of Weikers accused of trying to fix the Mandel jury was in direct opposition to that of Sislen who testified Wednesday that Weikers approached him with the bribe offer Weikers 67 took the stand after prosecutors played for the jury a tape recording of a conversation Nov 30 between Sislen his wife Dorothy and Weikers in a car outside the furniture store where Weikers worked as a salesman The testified the conversation was held at the request of federal authorities under the pretense that Mrs Sislen was worried and needed reassurance from Weikers that her husband would run no risk if he look the money Weikers told the they were the only ones who knew of the alleged offer beyond someone he described once as the third party and once as the fourth party During the 11148 3967 New Secretary Of State Cyrus Vance Eyes Arms Cutback WASHINGTON AP Secretary of State Cyrus R Vance said Thursday he plans to take up with the Russians a cutback in conventional arms as well as lowering the limit that the two superpowers have agreed to place on their nuclear weapons arsenals In his first interview since assuming office Vance said he would aim for a general reduction in the traffic in arms when he goes to the Kremlin in late March One possible approach he said is to target areas such as southern Africa and the Middle East for pilot reduction projects In fact Vance said the Carter ad ministration might consider taking ourselves to demonstrate leadership in arms controls by reducing some sales unilaterally But he stressed that the subject must be explored in depth before any decisions are reached Without expecting a breakthrough Vance said he expects to discuss with Soviet officials in an initial and preliminary fashion completion of a treaty restricting the two sides strategic nuclear weapons including missiles and bombers In this regard he said the ad ministration hoped to lower the ceiling of 2400 strategic weapons reached by former President Gerald R Ford and Soviet Leader Leonid I Brezhnev in Vladivostok in November 1974 Negotiations have been at an impasse for more than a year In a striking departure from the linkage theory that guided his predecessor Henry A Kissinger Vance said that pressing the Russians in one area such as human rights did not necessarily influence Soviet attitudes in another such as strategic weapons negotiations An accord in any area would cer tainly improve the climate Vance said But I think there has been an over emphasis on linkage Vance was interviewed by reporters from The Associated Press and United Press International Vance said he had personally ap proved a statement inviting Cuba to discuss a continuation of the 1973 anti hijacking agreement set to expire in At the same time Vance said it would be constructive for the two countries which havent had normal diplomatic relations in 16 years to discuss the presence of an estimated 10000 to 15000 Cuban troops in Angola as well as the export of revolution from Havana to other countries Vance said he had no direct in dication from the government of Fidel Castro that it is prepared to enter talks He said the Carter administration has not come to any final conclusions on how to proceed On Panama he said some difficult issues remain to be negotiated in order to complete a treaty for future operation of the canal The administration he said intends to undertake a broad campaign to explain the issues to the American people and to Vance said he does not think opponents have enough votes to turn back the treaty On the Middle East which Vance will visit beginning Feb 14 he said it was up to the Arabs and Israelis to decide whether there should be a Palestinian state He emphasized as he and others in the administration have consistently that despite difficulties which eMist the situation is improved and that it is terribly important that progress be made toward an ArabIsraeli set On Cyprus he said newly named special negotiator Clark Clifford would consult with officials in Greece Turkey and the European Community in a search for a settlement between the islands Cypriot communities He said this would be coordinated with United Nations Kurt Waldheim Turning lo China the secretary of stale said ultimately the United Slates would have full and normal relations with Peking But in moving in that direction the administration must also consider the question of the security of peopled Taiwan CYRUS Fuel Starts Flowing In Pipelines WASHINGTON AP Acting quickly under the new emergency natural gas law the Federal Power Commission ordered the first transfer of gas from west to east Thursday to aid pipelines and their FPC Chairman Richard L Dunham told a news conference the gas already had started flowing He said it should lake only a few hours to start aiding eastern stales with severe gas shortages but only to a relatively small degree The diverted gas been intended for Oregon and Washington hut is now heading to the East he said Dunham said the com mission is looking for other additional gas supplies and has had an offer from the state of California and is working on possible gas injections from Mexico and Canada Diplomatic sources in Mexico City said Mexico will sell 40 million cubic feet of gas a clay to the United Slates beginning next week An FPC official said that although natural gas travels through pipelines at around 20 miles an hour the emergency sales and transfers of gas can provide almost immediate relief thousands of miles away without waiting for the emergency gas to move physically through the entire length of pipeline In some cases in fact the emergency gas may never travel the full distance but instead will be traded to serve more local needs freeing other gas supplies farther up the line This process is called displacement and can bring far away in a matter of hours or minutes Meanwhile there were these related developments House Press Secretary Jody Powell said administration officials are looking for ways to assess natural gas industry reports on profits and reserves to determine the extent of any national fuel shortage Government energy agencies now rely on in data to measure US natural gas resources Asked if Carter doubted those industry figures Powell replied You have to question not in a per sense a whole range of assumptions and facts when dealing with he energy shortage Frank Ikard president of the American Petroleum Institute later said the industry figures are as complete as possible and unbiased In the past checks by government agencies have confirmed the accuracy of industry estimates of petroleum reserves Ikard said The commissions Bureau of Natural Gas reported some pipelines again were on the brink of having to cut off gas for lop priority customers But it added that if conservation efforts con and the weather remains as forecast pipelines are expected to meet essential priority one
