scene Humphrey Alone by the Phone Noncandidate Has Plenty To Say By PETER LISAGOR Chicago Dally WASHINGTON Sen Hubert H Humphrey who says he has fore sworn the presidential rat race as an active candidate will be the tele phone if a deadlocked Democratic convention should turn to him next July But the Minnesota Democrat who lost narrowly to Richard M Nixon in 1968 doesnt expect that to happen In Che event of a deadlock in Madison Square Garden the Democrats are highly likely to settle on a man who has sloshed through the snows of New Hampshire and the frigid weather of Wisconsin in Humphreys opinion Any of the platoon of Democrats now running who emerges strong from the early primaries in New York Massachusetts and Wisconsin will develop loyalties and momentum which could make him a formidable frontrunner told a group of newsmen yesterday Youll discover new qualities in him Humphrey said and his pic tures will begin appearing on news magazine covers and he will be a fac tor when and if the brokering starts in New York A man of no modesty and few false illusions Humphrey conceded that he gets a great response from many Democrats who believe he would make the best challenger of President Ford in 1976 And the idea tempts him he admits But Ive been over that route he said It is financially and physically debilitating He said he wants to be a good senator and one cant be that and a presidential candidate at the same time While he seemed genuinely deter mined to avoid temptation Humph rey nonetheless bubbled in his usual fashion with ideas plans proposals and criticism of Ford He called the Presidents program highly polit ical and fiscally preposterous a subtle cunning ploy which has the virtue at least of being above board and not as Nixon played it under the table criticized Fords travels about the country saying he ought not to be afraid of Ronald Reagan but should slay here and mind the store The country he said doesnt need a genius but somebody to stay on the job When Humphrey stood up at the table and gave a mock demonstration of the spectacle of candidates on the husling reaching out to feel the people a technique that began he said with the Kennedys and was con by Lyndon Johnson and Hubert Humphrey and now by Ford among others he earned the rare dis tinction of being applauded by hard bitten reporters who havent clapped their hands since they were in grade school Franklin Roosevelt didnt walk around the streets and he did all right Humphrey said FDR whose legs were paralyzed by polio cam from his presidential sine and was elected to worlds reduc ing taxes before the election and cut ting back on programs after the No vember balloting He challenged Ford to specify what programs he wanted Congress to cut The voluble Minnesota who was vice president from 1965 to 1969 called the present unemployment rate of 8 per cent a social disaster and an economic catastrophe charging that it would lead to a lifestyle among young jobless Americans which could poison this society He likened it to an economic Vietnam Agreeing with a question sugges ting that Ford may be making politi cal capital with his campaign against big government and an unresponsive bureaucracy Humphrey said the bu was like in it will take orders Besides he said its the easiest thing in the world to make a speech on how the bureaucracy doesnt work In an election he added the people dont have a choice between God and the devil but between Democrats and Republi cans Humphrey said the Ford adminis tration lacked a sense of direction and that all the public sees are stop signs and detour signs from the White House The next president he said would have to create a national food policy a transportation policy a rejuvenated welfare program an energy policy and some economic planning as well as deal with rising health costs and an overhaul of tax structure It sounded like a platform but Humphrey repeated he has no in tention of being the man to build it He repeated it firmly and often without dissipating the notion that if the Dem cant find a suitable carpenter hell be available Lead Being Stamps For Food and Pot Chicago Sun Times WASHINGTON Oct 9 A Senate subcommittee investigating food stamps has heard allegations that some drug pushers now may be ac the stamps as payment for drugs As the Senate Agricultural Re search and General Legislation sub committee heard numerous other un savory allegations in its second day of hearings it quickly became clear the food stamp pro gram was in for major surgery But although there is a general con sensus that the program needs re form Congress can look forward to days of bitter debate over just where and how it should be instituted The program begun as a pilot pro gram during the Kennedy adminis tration now is funded at about bil lion a year consuming roughly half of the budget of the Agriculture Depart ment Rep Robert H Michel testi fied in support of a he says may reduce program costs by as much as 25 million by cutting 65 to 10 million persons from the program Sen George McGovern who has introduced a food stamp of his own countered that the Michel Buckley measure would throw a rope around half the people on food stamps and choke them to death The program he said is a necessity of life for millions of human beings Robert S Walker an adminis assistant for Rep Edwin D Eshleman RPa countered he had observed food stamp users buying ex pensive bacon for themselves and chuck roast for their dogs and had heard that some drug pushers now were accepting the stamps as pay ment for drugs The subcommittee chaired by Sen James BAllen DAla already has heard testimony from witnesses on both the conservative and liberal sides including Senators James Buckley Hu bert Humphrey DMinn Robert J Dole and a host of congress men and federal officials The debate rages over such issues as whether there should be an income ceiling for recipients whether the pro gram should he administered by the Related Story Page Health Education and Welfare De instead of Agriculture whether students and others unem ployed by choice should be eligible and whether in fact the program is beset with the widespread fraud that many critics charge One key issue is whether recipients should continue having to pay part of the retail value of the stamps McGovern cosponsor of the Dole McGovern Food Stamp Reform Plan tossed out the gauntlet in his opening statement yesterday declaring There seems to have been a con propaganda campaign of out right lies about food stamps aided and abetted by officials who know the charges are lies 1 at least am not interested in fantastic improbable computations of potential abuse Where are the facts The question of abuse has become paramount in the current debate The official figure for fraudulent use of food stamps is of one per cent That statistic however as came out in the hearings only takes into account those convicted of fraud giving rise to the rumors of wide spread cheating or abuse It is the stereotype of a food stamp user driving a new car wearing fancy clothes and eating Tbone steaks that has incensed many conservative crit ics of the food stamp plan Dole cosponsor of the McGovern Dole argued for doing away with the purchase price The two say this would cut in half the amount of food stamp coupons in circulation The 17 proposals taken together are not expected to cut either expenditures or basic partici pation in the pro gram but their proposals would re distribute benefits to the needier households by a standard deduction that would put a ceiling of about a year into effect The package co by Michel and Buckley would have no allowable deductions and a flat ceiling of the official poverty level a year for a By DAVID MURRAY Sun WASHINGTON officials are investigating a lead that the corpse of former Teamsters Union president James R Hoffa may have been disposed of by running it through a meat processing or rendering plant Although government sources familiar with the case would not disclose the location of the plants that have been targeted at least one of them is believed to be in the Midwest Hoffa who headed the Teamsters before serving time on a conviction disappeared July 30 after being seen outside a restaurant in a Detroit suburb He did not return to his home that day and his car was found in the restaurant parking lot the following day Federal state and local have become increasingly convinced that Hoffas body will never be found the sources said The reason given for following up the information on the or rendering plant was that one of the persons said to be involved in the dis appearance was known to have been connected with such a plant If that was the method used the officials said Hoffas body could have been rendered into small pieces easily disposed of as plant waste One federal official said pas sage of more than two months since Hoffas dis appearance makes it more and more likely that he is dead and that the body has been disposed of so that it will never be found If the crime was committed as we think it was by professionals well never find the body he said Organized crime institutions he said only leave a body around to give a lesson to somebody else In the Hoffa case he said the victim was so well known that they didnt have to teach anyone a les son The total disappearance of a murder victim he said makes it that much more difficult to tie any one in with the crime Hoffa had been serving a federal sen tence for when former President Nixon pardoned him in 1971 One of the conditions of his release was that he not participate in union ac until 1980 Hut before his disappearance he was seeking to regain the union presidency and reportedly was being opposed in his efforts by his successor as Teamsters leader Frank E Fitzsimmons Members of Hoffas family and others have told police that he was supposed to have been at the restaurant in Bloomfield Township with Anthony Tony Jack Giacalone a reputed Mafia chieftain in the Detroit aea labor consultant Leonard Schultz and Anthony Tony Pro Provenzano a former Teamsters vice president from Hoboken NJ All three denied that they had planned to meet Hoffa and said he had not had any contact with Hoffa in four years The FBI which denied any knowledge of the re port of the meatpacking connection entered the case three days after Hoffa was reported missing The ground given for federal participation was that extortionate communications had been received apparently threats against at least one member of the Hoffa family
