tonight near 40 Pilot may have intentionally shut down remaining engine NEW HOPE Ga The crew a Southern ways jetliner that crashed during a hailstorm may have intentionally shut down their remaining engine in hopes of saving it but then could not start it up again a federal investigator says The DCS without either engine working failed to land on a narrow highway Monday afternoon and sheared off trees and power poles smashed a country store and several cars before disintegrating in flames The highway patrol said 68 persons including the pilot and copilot were killed and 26 others injured One victim died in an Atlanta hospital Tuesday night to push the death toll to 69 persons including the pilot and copilot of the plane Twenty-five other persons were in- jured The taped recording of conversations in the plane pit revealed a voice believed to be that of copilot Lyman W Keele Jr 34 shouting Shut it Shut it McAdams of the National Transportation Safety Board met with about 75 other investigators Tuesday and said much of the 30 minute tape was drowned out by the roar of hail The pilot Capt William McKenzie 54 had earlier reported the plane's windshield damaged and one engine was dead McAdams said investigators speculated the crew shut down the second engine because of an indication of overheating or it could disintegrate He said Usually you can restart an engine in flight but there were indications of unsuccessful attempts to restart the second engine McAdams said As far as we know Keele and not McKenzie was at the controls of the aircraft during its death glide The last audible voice on the tape the in- said was that of Keele saying I've got it It was not unusual for the copilot to lake the controls McAdams said and the conversation over the roar of the storm was very calm and collected very professional For government reorganization Carter signs WASHINGTON Fulfilling a major campaign promise Carter today signed his government reorganization authorization and said he start a searching examination of the bureaucracy with an overhaul of his own office The White House Oval Office ceremony was a climax to outsider Carter's two-year presidential campaign in which he repeatedly assailed the overgrown inefficient federal bureaucracy We have no master list or hidden agenda for reorganization targets the White House said in a statement But it said Carter has identified several areas for early action in- energy oil spill pollution control consumer affairs civil rights advisory committees and the Zone change reviewed By CINDY GILDEA Spectrum Staff Writer ST Washington County Planning Commission voted Monday to have plans drawn up to be presented in a June meeting to change an area in Veyo from an open acre zone to a agricultural one acre zone Residents of Veyo were invited to the commission meeting to discuss the zone change They were told that a crossroad over the north portion of the property between the old and new highway should be considered before there is more expansion in the area Those present agreed to this stipulation R Brown returned to the com- mission after having his request to locate a mobile home on one acre of an open acre zone in the KOA Campground area tabled from the March 7 meeting The commission told Brown that before he could move his mobile home into tlie area he would be required to produce a plat with signatures At least a right of way that can be dedicated to the county will also be required Permission to locate a restaurant motel and western town in the convenience com- zone in the Y west of Hurricane was requested by McShan Inc The applicant was instructed that highway access would be needed as well as sewer and water con- before the commission could make any decisions John Willie county planner did indicate that he could see no major problems with the request if the required matters were taken care of Variances to locate several mobile homes in different parts of the county were granted for one year If the mobile homes are placed on proper foundations and skirtings and awnings are installed within the year the mobile homes become a permanent residence Conrad Micheals who requested mission to build a home on 10 acres in an open space 20 acre zone west of the Dixie Springs area was instructed that before approval could be granted by the commission he had to show water rights to the spring with a satisfactory chemical analysis or obtain water from some other source President's Executive Office As 1 have stated on many casions my administration is determined to reorganize and streamline the executive branch of our government Carter said in a statement at the signing The reorganization program will make a searching examination of the entire federal structure Carter today planned to sign the reorganization authorization in a ceremony in the White House Oval Office It was expected Carter would an- swer a few questions from reporters afterward and postpone his regular news conference until next week Carter also planned to submit a message to Congress on consumer matters today and this was expected to be with few changes the to create an independent consumer advocacy agency vetoed by Gerald Ford The reorganization signing was both a climax to Carter's criticism of the bureaucracy during his two-year campaign for the presidency and a commencement of actions to follow through on his promise It's going to be a long and very challenging undertaking There will be a lot of controversies I'm mined to do a good job with The gives Carter authority similar to that of most recent presidents He will be able to transfer consolidate or abolish many but not all agencies subject to veto by either house of Congress within 60 days Reorganization authorization measures date back to Herbert Hoover although the last one was allowed to expire during the Nixon administration Sources said Carter planned to announce a study is under wav on the Executive Office of the President which includes the White House and 18 other councils and boards The Office of Management and Budget has been conducting a base review of the councils and boards for several weeks Harrison Wellford its reorganization expert said the OMB was giving equal scrutiny to such solidly entrenched organizations as the budget bureau itself the National Security Council and the Central Intelligence Agency as to such ob- scure groups as the Federal Property Council and the Presidential Clemency Board The Domestic Council and the Of- fice of Telecommunications Policy formed during the Nixon ad- ministration were considered prime targets for elimination Creation or abolition of Cabinet departments will require special legislation and Carter already has sent Congress legislation to create a Department of Energy Although the legislation would not abolish the White House's Energy Resources Council Welford said the new department would eliminate the need for it Lines formed early at the St George LDS Temple this morning as evidenced by people waiting at 5 Lines continued around the corner and parking lots surrounding the Temple grounds 100th anniversary today Lines form at Temple ST it seemed as though all faithful Day Saints who had heard Temple President Grant Bowler's request that this one hundred year commemoration day be the biggest and busiest in the St George Temple's history were determined to be first in line to make it so It appeared that all he requested had showed up before temple opening time at 5 The line to the reception center at the temple reached eastward to the corner and southward well past the east gates by the visitor's center and when the doors opened it was growing longer rather than All parking lots in the area were filled including that at the East Stake Center nearby Continentals were parked next to Volkswagens and a few pickups with their cattle racks still in place were there also as though spring roundup time would have to wait President Bowler his assistants and their wives were at their places busy with greetings handshakes seemingly at ease in spite of the effort and pressure of such an undertaking Along the long lines outside wnich was no place for the weak in spirit were many notables who felt the thrill of the one hundred years of accomplishment in the stately white temple since its original dedication one hundred years ago St George resident Andrew O McArthur was one of those waiting patiently for his turn in the long line He has been a stake president and was a member of the Temple Presidency at the time of its complete restoration in 1974 and 1975 He was happy to have the opportunity to wait his turn in the line I believe we must record this event for our posterity McArthur Staff Writer ST preparations are being made for Phase I of the renovation of the Old County Courthouse in St George According to Art Anderson executive director of the Chamber of Commerce of St George and head of the project by appointment of the county the Division of State History has granted forthe project with the stipulation that matching funds are available Washington County has agreed to provide for the project plans to be submitted for final review and approval by the State Division are expected to be completed this week They will be proved before June 30 and the project will be completed by Dec 31 According to Anderson Phase I of the project is to make the courthouse less dangerous Phases II and III to come within the next two years will be more cosmetic for the building New restrooms will be put in at the far end of the building with proper plumbing and to provide more privacy than is available in the present situation The electrical wiring in the building will be replaced Anderson said the present wiring is so old and fragile that he often looks to see if the building is still standing when he goes to work in the Cement work will be done on the steps and porch of the courthouse and the front doors will be replaced Anderson also said the foundation of the building will be worked on along with many of the windows He pointed out that many of the windows have been blown out by the Anderson stressed that any of the changes made in the building will be made to restore the building and not to remodel it He said after all three phases of the project are completed the courthouse will be able to take its proper place beside the St George Temple and He indicated Phase II would probably encompass work upstairs and on the roof and tower Thousands forced following a joint meeting with the Iron County School Board councilmen decided to revise the wording for a proposed Ridge Road Special Improvement District and to add other areas to the original district Included in the final district will be the west side of 100 East between 200 and 400 North The east side of this street had been included previously In 400 North Street from Main Street to 100 East on both sides vill be added to the district In other matters the city attorney's retainer fee was revised to per month until July balance of the fiscal year In addition the city attorney's office travel and clerical expenses were raised to a month The raise was deemed necessary because of a substantial increase in work load The city at- average work week for city business is about 20 hours Councilman Gordon Slack advised the council of the progress by the Cedar City Electric Utilities Board He asked them to be aware that the board might find it necessary to request that the city hire special engineering services to assist the city in its study of the most economical means of supplying power to Cedar City residents Repair work Including patching of the steps of the old
