Budget job report analyzes choices WASHINGTON UPI It costs an average of to give an unemployed person a public service job for a year It costs to to provide that person with job training for a year depending on the type of training And it costs an average of to pay him or her unemployment compensation for a year Which is the best bargain for the That question was posed Monday in a report by the Congressional Budget Office which analyzes policy choices for Congress but makes no recommendations CBO suggested this is a choice Congress should begin making soon because un- skilled Americans are going to have an even harder time finding jobs during the next four years than they do now More jobs will require education The fact that an increasing percentage of women wanl to work makes the competition tougher General economic stimulus such as President Carter's tax rebate can be used to reduce unemployment only so far CBO says and it tends to bypass the uneducated the unskilled and the victims of discrimination The report makes clear that the choice between approaches is more than a question of money On a dollar basis unemployment compensation is the cheapest It also is the closest to being a dead end And it is only one of the costs society pays for ployment some others are welfare and increased crime As for public service jobs in local governments the report Since little training is involved it is doubtful that participants gain any lasting increases in annual earnings A new law is supposed to prevent a local government from merely shifting someone who would have been working anyway from the local to the federal payroll To determine is shortages real Natural gas report expected WASHINGTON The Interior Department expects its first report Wednesday on whether producers have deliberately held natural gas off the market to increase shortages and jack up prices The report focus on four gas fields off the Gulf Coast Interior officials refuse to identify them assistance for single adult transients Chuck Sullivan from Family Life Services presented the contract to the commission the request for aid in running the project throughout the rest of the year Sullivan said that under the new program all transients would be funneled through the Family Life Services during office hours and through the police department after hours The Salvation Army and Reverend White will also send transients that come to them to Family Life Services Sullivan said he felt this process would eliminate burdens on store owners and alleviate the possibility of playing agency against agency The transients will be requested to fill out a form and have an interview before any aid is given The interviewer will determine if the transient has any aid of his own such as friends and relatives and will be screened according to Sullivan After the paperwork is completed the in- dividual will be given an authorization form for goods and services Sullivan listed as an example a form authorizing a loaf of bread bologna and a quart of milk He said that the orders forms will be very specific and will not allow tobacco or to be purchased Similar forms will be given for the individual to buy gas Grey Larkin Joe Hutchings and Evan Whitehead agreed that this is the best possible program to alleviate transient problems They said that work programs cost more to staff
