payroll taxes they pay or an additional 2 per cent investment tax credit on top of the current 10 per cent The business portion of the program is likely to be the most controversial especially since Congress raised the investment credit from 7 per cent to 10 per cent within the last two years This credit allows a business or individual to subtract from their tax bills 10 per cent of the cost of
