the presidency today in a election Carter will take office Jan 20 as the nation's 39th president and the first of its third century To w in he put the Solid South and just enough of the industrial North into the Democratic column to give him and Walter Mondale a narrow but conclusive popular and electoral vote victory He will have a solidly Democratic Congress to work with in attempting to redeem his campaign promises of tax reform government reorganization and federal intervention on the side of the poor and disadvantaged In one of the closest electoral vote decisions in a century California went narrowly for Ford and Carter apparently took Ohio by fewer than 700 votes cast as results trickled in after dawn Carter appeared before a cheering crowd in an Atlanta convention hall an disputed election decided bv a special commission The popular vote appeared to be the closest since 1968 which Richard Nixon won by 510.000 The 1976 election was close because neither candidate known Democratic hopefuls He then dominated the most peaceful and unified national convention the Democrats have had in more than a decade and came out of Madison Square Garden with a lead in the national polls that seemed unbeatable But Ford the Michigan congressman who came to the presidency by succeeding Richard M Nixon and Spiro T Agnew the first president and vice president ever to resign their offices put together a comeback campaign that pulled him almost even with Carter by election day The conservative midwesterner first had to fight off a determined bid for the GOP nomination by former Gov Ronald Reagan and then catch up with his Democratic opponent He did it by remaining in the White House projecting a presidential image during most campaign and then emerging with an out barnstorming tour that concentrated on the bie states where Carter was most vulnerable The campaign was full of unique elements Ford was the first president ever to come to office without having run
