portion of the Congress expressway may be an important step towards a completely electronically con- trolled highway of the future Since 1961 traffic along stretch of the expressway running from Cicero to First ave has been under the watchful eye of the latest scientific equipment Thirty-eight sonic tors placed along the two- mile expressway and hooked up with com- puters have been ing the flow of traffic and the old familiar traffic jam more intensively than ever before in history Simply stated the purpose of the project is to find out what causes traffic jams and how they can be avoided or alleviated Dr Adolph May Jr director of the project put it this WE WANT to serve more people and serve them better by taking the existing street system and trying to tune up carefully by Dr May and his assistant Patrick Athol and ultimately a hypothesis will be formulated in an attempt to solve traffic problems Almost every major U.S city has a research project said Dr But none are as extensive intensive as the Congress the project are the federal estate county and city governments About 000 has been spent to date and the study will continue for about two more years Dr May said SOME CAUSES of traffic jams and traffic problems un- covered by the scientific ment are obvious to most ers They include wet and icy The data collected and recorded by the scientific road watchers is now being studied carefully and Dr May said some experiments in tronic controls along Congress will be initiated in the near future But the significance of the Congress expressway ect is far reaching said Dr May Since its beginning 600 tors have come to project quarters at 221 W Lake Oak Park to see what's going on The visitors include technicians and highway officials from all over the United States and 50 foreign countries Dr May said The attraction is any scrap of in- formation that could aid in building botter highways or aid in solving traffic lems DR MAY explained that the Congress surveillance is lane entrances tunnels and the presence of high walls next to the highway What is not obvious is how electronic traffic controls can be used to eliminate or reduce these problems This is what the project hopes to We are shooting for a completely electronic con- trolled highway that will eliminate human decision and human Dr May said For example Detroit has TV cameras monitoring a highway but this necessitates a man watching the monitor and making decisions Dr May said that under the completely electronic system the machines will ally put into effect a plan to combat a traffic situation ter than a human could HE EXPLAINED how the system would work with a SPRING IN COLUMBUS PARK What better place to enjoy the freshness of spring than a quiet walk beside the Columbus Park lagoon thinks Christina Bergstrom 11 5678 Adams Spring flowers of all varieties are bursting into bloom every day and beautiful shrubs and trees such as the birch at right are rapidly sprouting the children program mean to these What it means is that they will have loss to spend on food and clothes According to one veteran welfare They'll be eating loss There isn't any ceiling in effect right now on what a family with dependent dren receives But it is not that simple for there is a budget that is worked out individually by the case worker depending on the number and ages in each family CURRENTLY tho family gets allocations for rent and food clothing and in- that are lumped gether Any medical expense is covered by ADC payments di- to the drug store doctor clinic or hospital without the family over seeing those funds Under the proposed there would he a limit on rent regardless of family size Tho never ending and ily increasing aid burden of course is not a now problem And to somehow stem or down tho drain on tax money expended on public the aid to dependent childton phase of lators are considering tho ing However it is likely ings wil also be passed for tho other relief programs blind disability assistance old age and general assistance TRADITIONALLY i t h a s been the aid to dependent dren program that has boon tho object of most threatened budget trimming Notoriety of abuses has helped create tho climate for such a ceiling Supporters of the measure contend it will curb the high birth rate of aid mothers Opponents counter that it isn't the mother who will be punished but the dren And so the argument goes But getting down to specifics of how much each ADC ily gets the welfare stress they base their tailored budgets on the ber of persons in the family and their ages The larger the family the smaller the allowance for food based on the theory that you can buy cheaper in larger tity The rub comes in at this point For it aKo depends on Bicycle Thief Tears
