   Cedar Rapids Citizen, The (Newspaper) - January 8, 1964, Cedar Rapids, Iowa                               IDT CIRCULATE AVENUE WEEKLY IN CEDAR H VOLUME III TT JANUARY 8 1964 WEST COUNTY CONSERVATION EXEC QUITS CITES DIFFICULT CONDITIONS Alman Says Board Used Him As Whipping Boy TRIPLES COSTS The elusive letter of nation tendered by Alman from the Linn County Conservation commission brought a flood of no comments when unearthed Monday by a Citizen reporter Unanimous in decision for once the Linn Board of Supervisors all pled on the grounds sore spots during his tenure in office Five Areas 1 The board has never given their top executive the authority he must have to effectively carry out the plans and programs of the 2 dictated John re- placement for Alman as ex- for the Commission stated The commission has no comment to make and neither do I So far as I'm concerned the incident is closed The object of all this com- mentary is the lengthy letter of resignation submitted to the board by Executive officer Alman reprinted in part on page 3 of The Citizen Two Points In the letter Alman stated that dissatisfaction with his job as Executive Officer rests in two important areas wages and working conditions Alman pointed out that the failure of the Board to heed his warning about inadequate wages resulted in the loss of all key personnel during the last year He further claimed that Every employee lost represents a loss of up to thousands of dollars This loss is being borne by the taxpayers of this county which you represent About working conditions Alman pointed out that though the material parts of working con d are among the best to be found in the state many areas that destroy morale need to be brough t to attention of the Board Alman specifically pointed out five areas that limiting action to approval as required by law 3 The Executive is a ing boy for the Board 4 The Board has often scheduled work assigned crews set deadlines for work completion and wise dabbled in ive or executive functions 5 The Board has not de- the policy needed to guide the organization nor have they done much with annual work plans or yearly project schedules Among the many examples Alman gave of friction ween the Executive and the Board was one involving the Abby Creek School Board hired a contractor to tear up the Abby Creek School knowing it cannot be finished and seeded until our men get on the job after three other projects are finished We had to remove all the dirt hauled in by the contractor fill and then replace his dirt Cost Tripled Project was slowed rather than accelerated Alman closed his letter of resignation by saying I cannot say it has been a successful experience but it had been informative and never dull Alman is now the City in ford Illinois DOCTORS SAY AUGIE I'LL SAYS WALK AGAIN Operation to remove bullets still fates youthful athlete A o v tfl ni o rn Bi at Interviews Augie Story On Page 6
