are in the process of changing their procedures regarding no- of next of- kin of service casualties Congressman Kornegay was informed that Deputy tary of Defense Cyrus R Vance yesterday issued a di- rective to all branches of the military services instructing each service to set up dures whereby persons in the military services will in the future inform in person the next of kin of service casualties Deputy Secretary Vance's directive requires that each branch of service report to Secretary of Defense Robert McNamara by March 4 on how the new system will be operated The procedural changes are a result of complaints of the present notification practices which permit delivery of death and casualty notices by com- delivery services such as taxi drivers Rep Kornegay tive from North
