Protein Feed Needed Wickard Says WASHINGTON March 6 Secretary of Agriculture Wickard announced today farmers will be permitted to their 1943 planting allotments by 10 per cent This action was taken the sec said in an effort to in crease the production of vegetable oils for food and protein feed for livestock These products are made from cotton seed I think we should recognize Wickard said that there are areas in the cotton belt that are better adapted to the produc tion of cotton than to other crops The 10 per cent increase should enable some of these areas to make a more complete contribu tion to our production program Cottonseed meal is an excellent source of protein feed for live stock and cottonseed oil is one of the best edible oils Wickard said that marketing quotas which were approved by fanners voting in a referendum last December would be retained under quotas farmers would be free to sell all the cotton they produced on their new acreage al Cotton sold from ex cess acreages would be subject to a penalty tax of nearly half the market value of the cotton action actually gave farmers permission to overplant their allotments by 10 per cent In consequence farmers will receive benefit payments only on the al as originally established Wickard said the 10 per cent increase in no way relaxed provi sions of the cotton program re quiring farmers to plant at least 90 per cent of their war crop goals In order to be eligible for cotton benefit payments Use Recaps Truck Operators Urged Truck operators were asked Saturday to maintain a careful check on their tires and to have them recapped before they wear beyond the recapping stage S T Eason local board chairman point ed out that quotas are not avail able to meet the demand for truck tire replacements Eason said that an increasing number of applications for re placements rather than recaps have been received Figures from the Lubbock district OPA office show that more new tires than recaps were issued in each of the v last six months of 1942 in Texas In view of the rubber shortage It stands to reason that this situa tion must bs corrected and the board is appealing to truckers to cooperate by regulating both loads and speed to the point where their trucks may successfully operate on recaps the board chairman Raid The local board has been in formed by the district OPA office that use of truck recaps provisions for purchase of rationed beans and peas for plant ing through use of a certificate from the county war price and ra board It was announced Saturday Certificates for quantities need ed for planting are to be presented to grocers and seed They will be good for the speci fied number of points at the ra rate of eight points per lound thus point coupons in ration book two food pur chases The provision for use of certifi cates was made in a new regula tion replacing the temporary ar rangement under which purchas ers could obtain beans or peas for planting by stating to the grocer or seed they were being purchased for that purpose The merchant will use the seed certificate to replenish his stocks as he uses point coupons from ration book two Point values of beans and peas are up said today that he was discussing with mem bers of the legislature the bility of lowering the general speed limit to 40 miles per hour Attorney General Gerald C Mann yesterday held ths 35mile per hour limit imposed by the highway department was invalid and suggested that the legislature only had the authority to set aside the existing statute The present general law calls for a 60mile per hour limit The 35mile limit was ordered by the highway department in line with requests from the federal government that highway speeds be reduced as a rubber conserva tion measure Pending before the legislature now is a by Rep Pat Ger of scaling the general limit down to 35 miles This measure is before the com on highways and roads and no action has been taken on it Governor Stevenson was not yet ready to indicate whether he would submit the revision as emer gency legislation Stevenson said he believed that a patriotic appeal to motorists to hold down speeds to would pos sibly be more
