what is the most promising de velopment in auto safety in decades While seat belts and shoul der harnesses are the best and most effective restraint system currently available and while their use should not be dis belt systems suffer from inherent deficiencies and are not an optimal longterm solution to the occupant re straint Rep Jack Brooks chairman of the subcommittee made the investigation leading to the committees re port said air bag technology las great potential for saving lives but that there are prob lems which must be resolved before relying upon such a system Brooks said the
