Seen House Passes Senate Not Likely to Concur By ADOLPH JOHNSON ST PAUL The State Senate appeared today to be headed for a new fight over how to divide the the state raises to build snd maintain highways roads and streets Monday a short time after Sen Archie Miller Hopkins majority leader said he doubted whether either the Senate or the voters would accept it the House passed the for a new constitutional formula for splitting up the 71 million dollar annual highway enues The money comes from auto license fees and gasoline taxes Under present constitutional visions the 28 million dollars a year from licenses goes to the trunk highway fund Two-thirds of gas taxes which yield more than 42 millions go to the trunk way fund and a third to the ties No Dissent Monday dissenting vote the House approved a to divide the 71 millions among the trunk highway fund the counties and municipalities over lation on a percentage basis That formula was based on studies and recommendations of the Minnesota Highway Study Com- mission which worked on the problem for two years and laid out a program of highway road and street improvement Two House members who served on the commission Reps Charles Halsted Brainerd chairman of the House Highway Committee and Aubrey Dirlam Redwood Falls were principal advocates of the formula To be put into effect the formula would have to be proved by the voters as an ment to the state constitution Before the vote city members who had sought a greater share for the cities called the measure a compromise that will be to all While he voted for it Rep Odean Enestvedt Sacred Heart said he did so with my fingers crossed He had tried to win support for assigning license fees to counties and municipalities and the gas tax to the trunk highway fund on the theory that you can't sell to the voters Sen Miller apparently had the same idea when he told the Senate Highway Committee that he didn't think voters could understand or would approve anything as as the House proposal He said it was the duty of the Senate to work out a short simple posal Amendment Plan Before he spoke P Smith Mankato attorney and engineer had submitted a plan for an ment This would continue to put license fees into the state fund and give counties 55 per cent of the gasoline tax and the trunk highway 45 per cent To help solve of larger cities Smith posed that the maximum share of any single county be raised from the present 3 per cpnt limit to 7 per cent Before acting on the highway measure to the surprise of some of its supporters the House proved a measure for a strip as well as Mrs Quast Victim of Crash on 16 Motor Is Hurled 100 Feet Sacks of Feed Explode An Austin area woman was ed instantly Wednesday night when her truck hit a bridge on way 16 about 10 miles east of Austin The victim was Mrs Alfred Quast Austin Rt 5 who was ing a ton of egg mash from er Her truck was demolished it hit the bridge over the Rose Creek Mrs Quast was alone and her also alone was ng in the family car about 80 yards behind Sheriff Albert artz said there was a car between Jie Quast truck and car The truck apparently was veling on the north right der when it hit the bridge Mrs John J Heimark Rochester told Reinartz she saw the crash from about 500 feet west of the bridge as she was about to meet the truck She said the truck swerved to the north onto the shoulder and into the bridge Sicks Burst in Air said he saw the explo- sion when the feed sacks burst filling the air with egg mash He did not see the actual crash Another witness at the Studer Brothers farm about 150 yards west of the accident said the truck motor looked like a bomb as it hurtled west in a cloud of feed The motor landed 100 feet from the crash at the west end of the bridge next to a sack of feed Mrs body was found on the bridge beneath the left ning board of the truck Dr H M Fisch county coroner said her skull was fractured and her body crushed No inquest will be held Dr Fisch said
