Atchison Daily Globe (Newspaper) - August 4, 1977, Atchison, Kansas EDITORIAL PAGE Mie Of Reckoning For Deadbeats The collectors are out looking for thousands of young Americans who in recent years have skipped out on repayment of federally backed student loans The Office of Education OE after years of delay is making a drive to collect some of the more than 1750 million overdue from student borrowers A new federal law is being invoked in an attempt to curb the increasingly frequent use of bankruptcy as a privileged sanctuary to avoid debt repayment Targets of the drive are delinquent borrowers in the two major types of student loans with federal support One is the category operated through banks and other private lenders and fully backed by federal money Defaults in this program stand at about million out of billion in total loans In the program the Government puts up 90 per cent of a revolving fund operated by schools in making loans to students The fund stands at billion currently Delinquencies in direct loans amount to million When the fund is liquidated the taxpayers will have to foot the for the remaining deficit But it looks like the time of reckoning for student deadbeats has arrived and politicians in Washington have let taxpayers get stung again Privileged Parkers No matter what else you do to him dont try to make a congressman pay to park his car on Capitol Hill That seems to be the lesson learned the other day by Sen Gary Hart Hart forgetting that rank has its privileges proposed that henceforth all House members senators staff assistants and newsmen who share 8563 free parking spaces near the Capitol should pay a fee ranging from to a month As expected the Senate promptly tabled the motion by a vote of 66 to 28 which means it may be reconsidered in the 21st century or when hell freezes over which ever comes first Harts idea made sense of course Why should congressional aides and newsmen park free Why dont they use buses or the subways like anybody else Or pay a parking fee like other folks Maybe the answer is not if you can charge it to the taxpayers and get away with it Globe Sights The meekest woman in the world one Who Confidential documents smuggled to us from inside the maximum security penitentiary at Atlanta prove that despite the high walls and the celibate life behind them love can still conquer all The love story from Atlanta is not written in the language of a Shakespearean sonnet It is related rather in turgid Justice Department prose Yet it has its Romeo and Juliet overtones The story is told in a con incident report which begins dryly On Monday June 27 1977 it was brought to the authorities attention that information had recently been received which indicated that inmate Farrell Kirk No 96321131 married one Marcella Brocket in the in visiting room on or about January 241977 This was strictly against the rules inmates simply arent married or given in marriage in federal prisons Or to put it in Justice Department language the reported was in violation of institution policy statement Aroused over such an irregularity the authorities began an investigation which according to the official ac count involved contact with the probate court in Ringo Georgia Officials of this court verified the existence of a marriage the names of Farrell Kirk and Marcella Brockett with the Rev James Gallahan of This succinct if unromantic account of the wedding of Marcella and Farrell omits the spicy details Not mentioned is the story of how the intrepid couple arranged the ceremony and kept it secret all behind prison bars Nor does the of version describe what they face in the future So tranquil was the nuptial ceremony thai prison officials didnt discover it had happened for six months The officiating reverend it turns out was also an inmate and therefore handy for the occasion Marcella ingeniously had the marriage document legalized in court sneaked it into the And there right under the noses of the prison guards the couple was made one Almost The disapproving federal government is now claiming the marriage is null and void The probate court judge on the other hand assured our reporter Tom Rosenstiel that the marriage certificate is quite legal The true test of legality will have to wait until Marcella and Farrell apply for legal benefits as married persons But this isnt their only problem The prison has no intention of allowing conjugal visits so the honeymoon will have to be postponed until September 1980 when Farrell finishes his sentence for violating parole on a burglary rap COUPONS COUPONS In case the United States is hit by another fuel crisis President Carter would rather impose gas rationing upon the public say insiders than let motorists fight for gas in chaotic pump lines He has even inherited 42 billion rationing coupons which the Federal Energy Office printed three years ago But this enormous stack of coupons which arc stored at a secret military installation out West may not be useable Distraught officials have discovered that the coupons with only slight modification will give change for a dollar in money vending machines Hundreds of thousands of these money changing contraptions arc located across the country in laundromats airports amusement arcades and other establishments Thus the embarrassed of apparently have a lot of colorful but worthless coupons on their hands This is it turns out a embarrassment It cost the taxpayers about million to print all those coupons Nor is it cheap to store 42 billion ration tickets although the precise figures arc unavailable for storing and guarding them They were rushed off the printing press during the worst days of the embargo as the government prepared to resort to emergency rationing But the crisis ended before the coupons were ready Gerald Fords energy advisers studied rationing last year but werent satisfied with the findings Congress had ordered his ad ministration to submit a report on rationing The report however was never presented The While House blamed bureaucratic delays But our 4 ATCHISON GLOBE Thursday August 4 1977 40 YEARS AGO your own sources insist that the Ford administration simply couldnt decide what to do about rationing The Carter crowd mean while favors rationing but doesnt know what lo do with the questionable coupons No final decision has been reached an energy official told us whether to keep them or dispose of them He suggested hopefully that the coupons would be more valuable for purchasing gas than changing and is star ting school this year I dont want to be a worried mother but he has asthma and Im afraid that he will be too ac tive and cause an attack His father wants him to be active and hopes he will be a good athlete and is always try ing to encourage him to get in in sports That would be fine if he didnt have asthma but the fact is he does and he cant be an athlete and have that kind of problem We have had several arguments about this He claims David will outgrow it and I claim that if and when he does will be the right time for sports and not until then What do you suggest in this situation Can he play with the other children Will he be able to run and exercise I want him to grow up as a nor mal boy but I dont want to do anything that will hurt him either DEAR READER This question often comes up when an asthmatic child starts to school H is true that exercise can help set off an asthmatic attack It is also true that some of the outstanding per in sports have been asthmatics In the 1972 pics five were asthmatics You may remember that Rick DeMont won a gold medal for swimming but was disqualified because he had taken medicine to prevent an asthmatic attack before the race Many asthmatics par in sports There are two approaches in preventing an asthma attack the use of medicines that pre vent it or limiting the physical activity to short bursts of ex It usually takes more than two or three minutes of vigorous exercise to induce the attack This means that baseball is an ideal sport Why Because the duration of peak physical activity is limited Even hitting a home run represents a short time to run the bases By resting between exercise peaks the exercise wont be harmful Games of skill that involve short periods of exercise are fine Your son could probably do calisthenics as long as he does them only for a short time and then rests before go ing on to the next set of exer cises That is a better way to exercise anyway In this way he can do the exercises that he needs to develop a healthy body as he grows up Long distance running or any sport that requires prolonged physical exertion is not a good choice for the asthmatic I am sending you The Health Letter 86 Asthma to give you more details about this including medicines that are being used to prevent asthmatic attacks which can be taken before ex Others who want this Our computer wont OK your credit It says on January 151971 you spindled punch card information can send SO cents with a long stamped self addressed envelops for it You should be sure that the teacher particularly when your boy starts taking physical education classes his doctor and both you and your husband understand the situation You will need to function together as a team Your boy deserves an oppor to develop himself just as much as the boy who has no problem And I hope that he will out grow it About half of the children with asthma do not have it as adults Only five to 10 per cent have severe asthma as adults and these are usually the ones who also have eczema as a child Dr Lamb will answer representative letters of general interest in bis column Smith Brothers liquor store 119 South Ninth Rev and Mrs Bob
