consultant the county is again poised to approve a controversial Safeway shopping center in Deale Planning and Zoning Officer Denis Canavan now must decide whether to approve the site plan on the condition that Safeway submit a promised smaller design or to wait until those drawings are in hand Either way work won't progress on the square foot shopping center without grading and building permits Those will not be issued until the new drawings are submit ted according to John Morris county spokesman Carlton K Gutschick a partner in the Montgomery County engin firm that studied the project said the county acted properly in examining the project though he had a few questions I believe the project was prop erly reviewed in regard to the existing requirements for the site and that continued processing of the approvals and permits is ate he said Mr Gutschick noted in his report to County Executive Janet S Owens yesterday that he concentrated on the big picture giving some areas a closer look where time permitted I am satisfied Ms Owens said I know this will not satisfy every one but it should allay any reason able concerns that anyone may have had about the regulatory pro
