Yugoslavia Slobodan Milosevic conceded defeat yesterday in Yugoslavia's presidential elections a day after protesters angry at him for clinging to power stormed parliament and ended his autocratic regime His concession to Vojislav gered a huge celebration in the streets with firecrackers exploding and horns honking throughout the capital I congratulate Mr on his toral victory and I wish much success to all citizens of Mr Milosevic said in the television address as he stood hands folded before a Yugoslav flag I intend to rest a bit and spend some more time with my family and especially with my grandson Marko and after that to help my party gain force and contribute to future prosperity The speech was one of several develop ments yesterday that completed the stunningly swift downfall of Mr Milosevic one of the last Cold communist dictators left m Europe Earlier in the day Yugoslavia's high court named Mr the election winner powerful Yugoslav ally Russia offered its support and the army indicated to the president-elect that it would obey the new political authority Army chief of staff Nebojsa a former Milosevic crony expressed confidence that Mr Will help overcome all the Casablanca The nightmare began for Doreen Hutchmson of Arnold when she returned from vacation to find her Comcast cable TV service wasn't working Three months later it still didn't work With her yard torn up by technicians Mrs Hutchmson switched to Millennium But it didn't end there Comcast tried to hook her up to its mission Such service complaints have Comcast promising to improve its service or face fines under a new operating agreement With the county The six-year million franchise agreement expected to be approved by the County Council at its Oct 16 meeting calls for Comcast to ex- pand
