Paper Ike Pleads for Quick Overhaul of Farm Laws Urges Constructive Program Be Found WASHINGTON UPI dent Eisenhower called on Con gress today to overhaul the fed eral farm program to make it sensible and economically sound and not a political poultice The President submitted his new farm legislation proposals in a special message reiterating views he has expressed in the past but taking a softer line and ing the lawmakers to suggest al The President said quick action Is needed to avoid visiting havoc upon the very people this program is intended to help Every additional day of de lay he said makes a sound solution more difficult Cites Cost Pointing out that the govern ment is spending each every sta wheat prices alone the President said unless constructive action is taken promptly the danger is very real that this en tire program will collapse under the pressure of public indigna tion The one clearly new proposal in the program suggested that farm ers participating in the soil bank World War II German Borders Stand Nikita MOSCOW Nikita Khrushchev has declared that Russia and its satellites will fight rather than consent to any change in the frontiers on Ger many after World War II What has been modified by war cannot be modified again without war Khrushchev told visiting Italian President Giovanni at an Italian embassy reception Monday night The premier took President Kli ment place at the microphones after hearing a brief speech by Gronchi It is indispensable to realize peace by definitely settling a situ ation provoked by war told an audience of 400 So viet leaders prices and endanger the future of our farmers The President said he would ac cept any constructive solution offered by Congress but that a constructive program must con form with these yardsticks First that price support levels be realistically related to what ever policy the Congress chooses in respect to production control it being recognized that the high er the support the more regiment ed must be the farmer Second that price support lev els not be so high so as to late still more excessive produc tion reduce domestic markets and increase the subsidies re quired to hold world outlets Third for reasons long ex pressed by the administration that we avoid direct subsidy pay ment programs for crops in sur plus likewise we must avoid pro grams which would invite harm ful counter measures by our friends abroad or which while seeking to assist one group of farmers would badly hurt other farmers Fire Victims Stout Family Will Try To Celebrate Birthdays Ike to Tour Missile Base WASHINGTON UPI dent Eisenhower will fly to Cape Canaveral Fla Wednesday to make a inspection trip through the missile test base there the White House announced today There will be little celebrating of birthdays for the Marvin Stout family forced to flee their home Monday morning when flames completely destroyed their home The husband Marvin 37 today is in Mary Greeley Hospital yes he became ill as a re sult of trying to fight the blaze that completely wiped out his fam belongings He is being held for observation and is not in seri condition Expecting Child Mrs Stout 34 is expecting her fourth child any day She did not go to her husbands home as first reported because of his illness and the nearness of her delivery date She will celebrate her birth day Thursday Her youngest son Matt will have his second birthday to morrow If we can Just get a house thats all the celebrating well need Mrs Stout said today She had just come from looking at a vacated farm home near their own place three miles northeast of Ames A Boone man owns the home and has offered to let them live there contractors and builders are able to build a new home for the Stouts by donation of time materials and equip ment We hope to move in as soon as possible she said We have quite a bit of stuff given to us She included in the list of donated belongings bedding beds clothing some furniture and an undetermined amount of cash to be used in purchasing goods for the new home to be built and gen to get the family back on its feet Friends of the family have been caring for the victims The Bruce Kellogg family 619 13th St and the Neil Carpenter family 1608 Clark Ave have housed and fed the Stouts and will continue to do so until they can move into the newly located temporary home Plenty of Help Before the fire that destroyed their home had completely died out friends neighbors and per sons unknown to the Stouts began offering cash food clothing fur and materials and labor to get the in a precedent setting decision ruled today that the Northern Natural Gas Co must pay state use taxes on ma terials used in construction of their pipelines in Iowa The high court in a 72 decision upheld a ruling by Polk County District Judge Dring Needham The decision called on the Oma ha Neb firm to pay 358515 in taxes and penalties Brief Period The company had claimed it was exempt from the state use taxes because the materials were used exclusively in interstate transportation and interstate com merce The Iowa use tax law pro vides for exemption of such inter state materials Building Frank C Mack inspector the board was told the new building is about 40 per cent complete Mack esti mated all phases of the work 35 to 40 days ahead of any reason able expectations Enrollment Report At the same time Supt of Schools Walter Hetzel presented a report of enrollment for the nine weeks ending Jan 22 According to the report total enrollment in the Ames Public Schools is 4482 an increase of from the state shipping point into the ground where they became a part of the interstate pipeline The case was a test of the states two per cent use tax which had an exemption for inter state commerce The company agreed that if it had purchased the materials in Iowa they would have been subject to the sales tax because the sales tax law contain d no exemption for interstate commerce But because the reported The pas sengers were picked up by the French warship Iowa Forecast More Snow Due United Press International A swirling snowstorm brought an abrupt end to Iowas springlike weather today and forecasters warned the state would be buried in a snowfall of 6 to 8 inches by Wednesday morning The snow carried on strong winds glazed streets and high ways and caused some disruption of airline flights Rush hour traffic was snarled in larger cities as cars and slid on icy hills The snow diminished somewhat at midmorning but forecasters said it was only a temporary re spite with the worst still to come Heavy snow warnings were is sued for the entire state with 6 to 8 inches of snow expected over much of the state through tonight The snow was expected to con Wednesday but at a littk the IJS Weather Bureau reported Mon days high was 89 degrees at Tex Demands for Service On Increase By DAN GARCIA Story County had a 23 per cent increase in Aid to Dependent Children payments last year with cases rising from 78 in January to a high of 101 cases in De cember The state showed an increase of 99 cases bringing the total at years end to 8491 The number of recipients in the county last year rose from 278 to accounting for nearly 23 per cent of the rise in the state Child Welfare Work In an effort to explain the work ings of the county welfare depart ment in its working with child ren The Tribune will explore the areas covered by the countys child welfare worker Mrs Patricia Russell of Ames Mrs Russell has been in the county since last September com ing here from Corpus Christi Tex where sho did protective case work with the Childrens Service there A graduate of Texas Womans University Dent on Tex with the BS degree in sociology she previously re search work for the mental health center in Luther W Va The child welfare worker to day works in seven main areas Protective case work involves neglected children In these cases the welfare department receives complaints from friends bors police teachers and rela tives who believe children are be ing neglected left alone too much or subjected to physical cruelty Probes Complaints The complaints are investigated by the worker in all cases The complaints sometimes not legiti mate may come from people who hold a grudge but for the most part show sincere concern for the children The worker goes to the home and advises the parents a com plaint has been registered and explains the nature of the com plaint Unless the case goes into court done only where the situation is intolerable and the person who complains is needed for a witness the name be kept in confidence Parents in almost every case are cooperative however Mrs Russell explains they want to do the best thing they can for their children but are not aware there are agencies which can and do want to help them with their problems The welfare worker helps in the area of foster care finding homes for children who have no home or need a temporary home The children may bo placed in free foster homes whore there is no welfare aid given or in pay foster homes where aid is given by the state In all cases the worker and the children receive paid medical aid Adoptions are part of the realm of the worker although the welfare office Is not a licensed child placing agency ami does not do actual plac ing They do discuss child placement with prospective parents explain ing the rules and qualifications and putting them in touch with the right people They also do adoption investigation at the re quest of the courts Adoption Studies They also work with unmarried mothers and make adoption studies for people wanting U adopt foreign children through the International Social Services Andj they do studies for American Indian children through an inter state adoption program The according to Mrs i Russell does investigations people want to adopt Iowa children and when Iowa people want to adopt j children A big problem and one that j seems to be growing anc will need more study is in the realm of unmarried parents The number is not only growing hut the of the youngsters in trouble has dropped rapidly to as low as the 14 yearold age group j The worker does public re lations work by speaking at school groups law enforcement agency I meetings civic groups and others interested in juveniles Juvenile Problems One of the most ing and today psychological studies They may help find foster pnr needed and may do work in the probationary field although with the overwhelming list ofi duties the postmortem work frel comes too late In the next the Joint Chiefs of Staff bluntly disagreed today with service chiefs who have recommended more submarines and a stepup in the Strategic Air Command to bolster the nations defenses He said he differed with Adm Arleigh Burke chief of naval oper ations who recommended Monday an additional one billion dollars for six new Polaris submarines I think we should go along just about as we are Twining said Its a good program The pro posed budget for fiscal pro poses only three new submarines As for the Strategic Air Com mand Twining said he favored an airborne alert capability but not the full alert endorsed by SAC chief Gen Thomas S Power Twining said the Joint Chiefs of Staff of which Burke is a mem ber went along with the program in the budget on both counts Earlier Twining described as merit the recent cism of the defense program by Gen Maxwell D Taylor former Army chief of staff who retired last June Twining said the nation has enough military strength to deter a Soviet attack today or
