By John M Berry The Washington Post WASHINGTON The Reagan administration is considering a cal 1988 budget with spending of trillion that still meets the deficit target set by the law The broad outlines the new budget began to emerge Tuesday after two days of meetings between President Reagan with his senior aides to decide how to cut spending some revenue and sell ment assets to meet the deficit target James C Miller III director of the Office of Management and Budget said the combination of deficit reducing measures will have to add up to about billion The spending cuts decided upon at the White House meetings are scheduled to be presented to the Cabinet Wednesday Administration sources said the budget is likely to Include proposals to sell enough government loans to investors to produce up to billion in revenue Altogether the administration sources said spending in 1988 will be about trillion and receipts boosted to more than 915 billion to achieve the deficit target even on paper OMB has proposed actual ing cuts as opposed to merely letting outlays rise in line with inflation lor most major federal agencies and departments The three areas allowed substantially higher spending for 1988 would be defense International affairs and several programs administered un- der the Department of Health and Human Services The latter include Social Security which has been labeled
