is going the effect on gamblers and the future of the lottery By Associated Press ATLANTA John Atcheson has never won more than at a time playing the Georgia Lottery But he still drops or a week on the games and tries not to figure out how much more he has lost than won I dont want to know that said Atcheson 65 who is semi retired You enjoy the excite ment of trying You cant expect to win millions every week Once in a lifetime maybe Because Atcheson and thou sands of others keep playing the games Robert Owens is going to college practically for free So are Brad Adamson Heather Bodner Rea Frye and 59480 other stu dents at Georgia public colleges and 55000 more students at technical schools Another 18000 students are get ting help with their private school tuition costs from the lottery and 61000 are going to prekindergarten classes again with lottery players paying the And thats not all Because of the lottery 44 percent of the pub lic secondary school classrooms in Georgia are now computerized compared to just 2 percent before the games started The Georgia lottery has been a huge success said David Gale executive director of the associa tion which represents the 37 states plus the District of Colum bia with lotteries Few in Georgia disagree As the fifth anniversary of lottery ticket sales approaches on June 29 the lottery is wildly popular and a political sacred cow Yet when the issue went before Georgia voters in 1992 it passed with a margin of less than 100000 votes out of more than 2 million cast The lottery used to be a real hot topic for us said the Rev Timothy McDonald president of Concerned Black Clergy But once our stu dents started to get a college educa tion that they never would have been able to do otherwise we do not talk about the lottery as much By law the profits must be spent for specific pro grams to enhance education rather than to reduce the ers educational burden So it is hard to overstate the impact on education In its first five Lottery Corporation Will SC voters get lottery choice By CARL LANGLEY Rep James Roland Smith has never been an advocate for a lot tery or other forms of gambling but he is willing to let the public decide the issue I have voted three times to put a state lottery on the ballot said Smith a Langley Republican He remains adamantly opposed to video poker Sen Tommy Moore water isnt a vocal supporter of either a lot tery or video poker but he points out that he too believes in letting the people decide the question Moore also is skeptical about the claims of some concerning the amount of money the state could get out of a lottery I am not sure that our state will generate near the revenue that some say said Moore But since Georgia has initiated the lottery the percentage of the pro Moore going there from South Car olina is pretty impressive Smith said the last estimate he heard on annual revenue was million but has no way of telling if that is close to or on the mark At any rate we are a smaller state than Georgia and we could not raise nearly as much money as they do Moore said he has heard over the last few years from many many people who say we deserve the right to vote on it I say it is time to let people vote on it The senator said he finds it rather amazing that people who call him and voice their opposi tion to video poker inevitably say they are in favor of the lot tery I think at some point it the lottery is going to get on the bal lot Smith said Obviously sup port is growing in the House to allow the people to vote and there is no organized opposition to it in the House Smith said holding a public vote on a lottery probably would be the right thing to do But he Please see WILL page 11 A Index Deaths Police Kinkel lunged at officer with knife Dear Week J Robert
