Warned they may hand President Ford a political plum this election year if they delay extending the program At the height of the 1972 pres campaign Richard M Nixon signed the federal reve law with an entour age of the nations mayors and governors looking on The cere mony in front of Independence Hall was hailed as a political triumph While little doubt that Congress will act this year to extend the program delays by its Democratic opponents could create a time schedule that would deliver the to President Fprd at the height of the election campaign in the autumn If I were President Ford Id be it out of the way Staff Reporter For the state not to tax the federal government would cost million in revenues according to an official of the SC Tax Commission This information was given to Rep Irene K Rudnick D who requested it on behalf of one of her constituents Margaret Holley Mrs Holley owner of Aiken Office Supply had complained that she has been losing bids to vendors competing for business at the Savannah River Plant Mrs Holley like other South Carolina merchants must figure in the four per cent sales tax while vendors do not She wanted to know why AT Clarkston Jr a research supervisor with the SC Tax Commission explained to Mrs Rudnick the reasons The SC Sales Tax is a vendor tax that is the liability for payment is with the vendor The vendor may pass the tax on to the purchaser in the form of added cost Therefore the US Government pays the vendor a price which includes the sales tax The SC Use Tax is a tax imposed upon the user or pur chaser Since the US Government is immune from direct taxation by the state it would not be liable for such taxes If the US Government was exempted from the sales tax there would be a loss in revenue to the state of approximately million This means that local merchants must tack on an extra four per cent when making a bid to DuPont at the Savannah River Plant But a merchant in Augusta Ga need not pay the Geor gia sales tax as no state can tax interstate trade If DuPont was not a agent of the federal government South Carolina could levy the four per cent use tax on items bought from Georgia or any other state Included in the reply from Clarkston are several pieces of correspondence some dating from 1964 relating to this is sue In a 1964 letter from JA Allen then director of the SC Sales and Use Tax Division to OW Livingston man of the SC Tax Commission the possibility of dropping the tax in regards to federal installations are discussed Allen writes This office possesses little documentary proof that the tax has attributed to the loss of a sale to the federal government by the SC seller We have however received many com plaints most by telephone wherein this allegation has been made the tax is dropped it would approximate million The advocates of the exemption allege that a substantial part of this loss would be replaced by additional taxes paid from profits realized by SC sellers from increased sales to the federal government Should the legislature exempt sales to the federal govern ment administrative problems will arise incident to the ex emption the would be offset to a degree by the elimination of existing difficulties by reason of distinguish ing between a sales tax and a use tax No recommendation is made concerning the proposal See SALES TAX Page 14 US Welfare Rises Again
