South Carolina Wednesday December 31 1975 lOc Per Single Copy Telephone 64823 Propane Gas Cost Put On Sliding Scale Staff Reporter Although the fuel shortage has eased the variation in prices of propane gas for home consumption are complaints Complaints range from were being penalized for conser ving energy to Im not getting what I pay for are being registered G V Mundy says he will be paying only 38 cents a gallon for propane gas while his son will have to pay 62 cents a gallon I use a lot of gas and my son uses less Mundy said So it looks like he is being penalized for using less Mundy and his son Richard F Mundy are both customers of Cassels Oil Company Pine Log Road Aiken distributors of Exxon products EL Eaves III manager of Cassels said Exxon sets the price of propane gas on a sliding scale based on the number of gallons used in the prior year Exxon sets the guidelines and we follow them Eaves said And Exxon has to be in compliance with federal guide lines Dobbs auditor in charge of the Federal Energy Administration office in Columbia said there are certain rules to be followed in setting prices according to the guide lines If they companies were selling propane gas on a sliding scale prior to 1973 then they can still do so Ms Dobbs said This is provided they are keeping the difference between the small user and the large user the same Ms Dobbs explained that even though the price of propane gas might go up the difference between the two users would have to remain the same as in the past Jessie Key manager and subdealer of the Bennett Gas Com pany in Gloverville said he uses the sliding scale and that it is set by the Federal Government People do not understand that it costs much more to take someone a small amount of gas than it does a large order Key said This is why the large users get a reduction in price Key explained that the cost of taking a service truck varies from job to job and that a small order for propane gas can cost Whats cents per gallon if it is a company tank and 44 cents per gallon if the customer owns the tank Key said a truck can go out and fill a large tank quicker than they can refill the cylinders We also get a lot of complaints from the customers who do not think that we are putting in the amount of propane gas ordered Key said They just do not understand how the tanks are serviced even when it is retirement See VICTIM Page HA FOR CLUES An FBI agent knocks piaster down from ceiling in LaGuardia AP Feels Rights Violated Scott Seeking Legal Opinion By LIN SMITHWICK Staff Reporter A retired Navy commander who lives in Edgefield County and is a member of the Edgefield County School Board but who works in the Aiken County school system is seeking a legal opinion as to whether or not his first amendment rights have been violated Cmdr Ralph C Scott head of the program for three area high schools has asked Aiken attorney John Bodenheimer to review his case Bodenheimer who stressed that he has not been retained by Scott said He is concerned about possible infringement of his first amendment rights of the freedom of speech and has asked me to review his situation This action by Scott has been preceded by his year long letter to the editor attack waged against the Aiken County School Board In a long series of let ters Scott has charged the board with misdirection of state funds and poor administration of certain programs The funds Scott referred to were ones used by the board to retire bonds which Scott said were supposed to be used for construction of new buildings or repairs to present structures However Aiken County school superintendent T B Ted Willis explained that the board at an open meeting decided to request state funds to be used specifically to retire the bonds Willis said the funds were approved by the state and were used accordingly This is one of the points Willis feels Scott misrepresented in his letters There were several things that were misleading if not outright false Willis stated To me all this reflected on the of the board when it the criticism wasnt true Willis added Scott also took issue with the validity of the mini course program being of at Aiken High Willis acknowledged that there are pros and cons to this program but feels that is to be expected with anything new Because of a gentlemans agreement between Willis and Scott over a year ago at which time they agreed that Scott would not become embroiled in any controversy in the press without first checking with Willis members of the school board and Willis felt everything would die down after the first few let ters When this didnt happen the Board compiled a letter containing clippings of Scotts letters to the editor and sent it to Admiral J T Burke Commandant of the 6th Naval persons who filed in 1975 will be mailed by Aiken County Auditor Mar tha W Redd today These applications must be signed and re turned to the Auditors office on or before April 30 Those who have become eligible for the first time must make application to the auditor Persons who are newly eligi ble are those who are 65 by today have resided in South Caro lina for one year own and live in their home and are blind or totally disabled Such applicants or their representative must present proof of age or disability date of birth and social se curity number In 1975 the legislature amended the Homestead Exemption Law by inserting a section regarding mobile homes When any person would be entitled to a homestead tax ex emption under this section except that he does not own the real property on which his dwelling place is located and his dwelling place is a mobile home owned by him located on pro perty leased from another such mobile home shall be exempt from personal property taxes to the same extent and obtained in accordance with the same procedures as is provided for in this section for an exemption from real property taxes pro vided however that no person shall receive such an
