Spending Ceiling h Left Off WASHINGTON AP The that would extend 1975 individual tax cuts into the new year is now in the hands of a committee that will prepare it for final delivery to President Ford but there is little chance the measure will win Fords approval The members of the conference committee that will work out the final form of the have wide latitude in saying how income taxes should be cut but they have no authority to tie the sixmonth taxcut extension to a spending ceiling that Ford has demanded as the price for his approval Thus whether the average worker will see an 8per cent tax hike starting in January apparently hinges on whether House Democrats can told together arid mus ter the Republican votes needed to Ford veto nearly sure to come Failure to extend the tax cuts would cost a married maii earning a year and sup porting a wife and two children an additional a week in withholding or about more income taxes for the year according to the Internal Revet lue a Per son calendar says its December the weather seems to be a summer leftover Aiken resident Mrs Herbert J Feinen yesterday reported seeing a young man walking topless up Richland Avenue All he had on was a 1 pair of slacks its hard to believe its December 15 that according to Rotarian Gus Lehman God may for give your sins but your nervous system wont Aid On Jobless Benefits Staff Reperter Lt Gov W Brantley Harvey Jr stated at a public meeting last night that he foresees no emergency funding for persons whose unemployment insurance is running out Its within the states power to fund that type of service he responded to a question However Harvey characterized such legislation as not realistic A young woman had asked the lieutenant governor if the state had any plans for citizens whose rapidly expiring un employment compensation will suddenly leave them with no source of income Harvey said I dont know of any plans and suggested food stamps and welfare The citizen argued that it would be cheap er to enact emergency funding than to imprison the unem ployed forced to crime because of no income I dont think the state can go into that type of funding Harvey concluded The question and answer session came on the heels of a short speech given by Harvey to the more than 40 present on the highlights of the upcoming session of the legislature Stressed in his predictions was a very tight fiscal 1976 with no sentiment for tax increases among the lawmakers There will be very few services and a closer look at whats See JOBLESS Page 2 W BRANTLEY HARVEY JR Speaks In Aiken about per week or for year The tax cut enacted J year as an economy measure expires automatically on Dec 31 unless extended Congress The Senate indicated it will have no trouble overriding Ford when 17 Republicans joined 56 Democrats Monday night in passing the 73 to 19 Only two Democrats sided with 17 Republicans against the measure The margin was 11 more than would be needed to repass the over Fords veto The House vote earlier this month was considerably closer 257 to 168 but Democratic lead rs have expressed confidence he twothirds majority needed o override can be obtained The key test of Fords in luence on the tax issue came when the Senate voted 66 to 27 against a Republican effort to tie the tax reduction for 1976 16 ceiling on federal spending for 1977 Some senators who con support Ford deserted n on that vote agreeing with Democratic leaders that to set such a spending ceiling so early would be impractical and would represent abandonment of the newly enacted procedures un der which Congress gave itself an expanded role in developing the federal budget One Democrat Sen Walter D Huddleston of Kentucky said Fords insistance on a spending ceiling for 1977 was pure politics to appease those conservatives who otherwise might favor Ronald Reagan over Ford in GOP primaries H is degrading to the Senate to have to face such a political ploy to salvage a position taken by the President who some months ago decided he was go ing to occupy himself with campaigning Huddleston said The bills passed by the House and Senate differ on how taxes would be cut but they agree that withholding rates affecting most paychecks should remain at the present level through next June 30
